Volume IX: The Dual-Use Dilemma and Strategic Weaponisation of Photonic-Magnetic and Information-Geometric Technologies

Abstract

This ninth volume critically examines the dual-use potential and strategic weaponisation pathways emerging from the theoretical and technological advances developed across Volumes I–VIII of the KSCCN Research Perspectives Series. Concepts such as optical magnetic torque, first-quantized photon wave functions, exact pseudomode electrodynamics, information-geometric manifolds, Quantum Fisher Information, and thermodynamic induction possess profound civilian benefits in quantum metrology, high-dimensional quantum information processing, resilient sensing, and energy-efficient photonics. However, the same principles can be repurposed for directed-energy systems, cognitive and decision-space warfare, ultra-precise or undetectable sensors, and novel forms of material or biological disruption. This paper maps these dual-use trajectories, assesses geopolitical and proliferation risks, and proposes governance frameworks to mitigate catastrophic misuse while preserving scientific progress. The analysis underscores the urgent need for anticipatory ethics, arms-control mechanisms, and responsible innovation protocols in the rapidly converging fields of photonics, quantum technologies, and information geometry. High-Dimensional Spatial Mode Encoding: Quantum Diversity, Stealth, and the Dual-Use Weaponisation of Photonic Information (Volume X)

Syed Muntasir Mamun

This research investigates the strategic and technical convergence of high-dimensional spatial mode encoding—specifically utilizing orbital angular momentum (OAM) and Laguerre-Gaussian (LG) modes—within quantum photonic systems. By grounding photon properties in a first-quantized vector mechanics framework, the volume explores the dual-use implications of these technologies. Key contributions include analysis of high-dimensional quantum key distribution (HD-QKD) for secure communications, the implementation of split-step Fourier methods (SSFM) to model atmospheric decoherence, and the introduction of the Quantum Radar Cross Section (QRCS) as a mechanism to counter modern stealth technologies. The work ultimately highlights the critical geopolitical and strategic weaponization potential inherent in mastering these photonic information architectures. The Information Geometry of the Photon First Quantization, Exact Pseudomode Electrodynamics, and Entropic Redefinitions (Volume VIII)

Syed Muntasir Mamun

This research redefines the fundamental ontology of the photon by transitioning from the traditional second quantization paradigm to a framework rooted in first quantization, exact pseudomode electrodynamics, and Entropic Dynamics. The paper posits that photons are localized, information-geometric entities whose physical shape and evolutionary dynamics are deterministically sculpted by the complex permittivity of their environment. By synthesizing non-Hermitian dynamics, non-equilibrium thermodynamics, and information-geometric metrics such as the Quantum Fisher Information and Fubini-Study metric, the framework establishes a unified approach to quantum metrology and structured light. This redefinition resolves the limitations of Markovian approximations and provides a rigorous, high-dimensional basis for advancements in quantum information processing, resilient sensing, and integrated photonics. KSCCN Series on Critical AI & Digital Sovereignty Studies -Volume VIII

Syed Muntasir Mamun

This eighth volume in the KSCCN Series addresses the profound implications of quantum computing for sovereign AI systems. As quantum computers advance toward cryptographically relevant scale, they threaten to undermine the cryptographic foundations upon which current AI infrastructure, secure communications, and agentic systems depend. Simultaneously, quantum technologies offer new capabilities for machine learning, optimisation, and simulation that could enhance sovereign AI if harnessed appropriately. This volume provides a comprehensive analysis of the quantum transition for sovereign AI, examining post-quantum cryptography migration strategies, quantum-enhanced AI opportunities and risks, and the information-geometric extensions of quantum information theory to privacy and epistemic sovereignty. It analyses how quantum threats and opportunities intersect with the agentic systems examined in Volume VI and the implementation strategies developed in Volume VII. Special attention is given to Global South contexts, where the quantum transition presents both risks of renewed technological dependency and opportunities for strategic leapfrogging. The volume develops recommendations for quantum-resilient sovereign AI architectures that protect epistemic assets while enabling beneficial quantum-enhanced capabilities. Volume IX: Information Geometry of the Quantum Computing Competition -Manifolds, Curvature, and Strategic Divergence in the Second Quantum Revolution

Syed Muntasir Mamun

K SC This ninth volume in the series offers an information-geometric interpretation of the intensifying global competition in quantum computing. Building upon the technical foundations (Volumes I and V), ontological shifts (Volume II), governance frameworks (Volumes III, V, and VIII), multipolar trajectories (Volume V), Base-of-the-Pyramid survival imperatives (Volume VI), private equity dynamics (Volume VII), and the decisive call for a Quantum Sovereign Capability Coalition (Volume VIII), the analysis models the quantum information landscape as a high-dimensional Riemannian manifold. Different national strategies are interpreted as distinct geodesics and curvature profiles on this manifold. The paper argues that the United States, China, and other powers are not merely competing in hardware or algorithms but are actively shaping the very geometry of the quantum information space through their choices in error correction, hardware modalities, data ontologies, and governance architectures. For middle powers and the Global South, strategic survival requires the deliberate construction of alternative geodesics and the cultivation of regions of lower curvature where asymmetric inclusion and epistemic sovereignty can be preserved. Volume III: Quantum Governance -Sovereignty, Security, and Institutional Design in the Second Quantum Revolution

Syed Muntasir Mamun

K SC The second quantum revolution is not only a scientific and technological transformation but also a profound governance challenge. As quantum technologies move from laboratory demonstrations to strategic assets, states and international institutions face urgent questions about security, sovereignty, standards, supply chains, and ethical deployment. This third volume in the series examines the emerging field of quantum governance through the lenses of international relations, science and technology studies, and digital sovereignty. It analyses the competitive dynamics between major powers, the risks of quantum-enabled disruption to existing security architectures, and the opportunities for more equitable global regimes. Particular attention is given to the position of the Global South and to the institutional innovations required to prevent a quantum divide that mirrors or deepens existing inequalities. The paper argues for a multi-layered governance architecture that combines arms-control-like mechanisms for quantum capabilities with proactive investment in inclusive quantum infrastructure and norms. Quantum Defense Technologies Reimagined: A Geometric, Fractal, and Information-Theoretic Assessment (Vol-I)

Syed Muntasir Mamun

This assessment challenges the prevailing classical, isolationist paradigm of defense quantum engineering, which regards quantum states as inherently fragile and susceptible to thermal decoherence. It introduces an active, topological, and biological framework by synthesizing quantum-biological mechanisms—such as the radical-pair mechanism for coherence stabilization—with advanced mathematical constructs. The methodology integrates Entanglement-Weighted Operator Geometry (EWOG), multi-parameter Topological Data Analysis (TDA) via G-LoG bi-filtration, Information Geometry on Fisher-Rao manifolds, and the spectral realization of Riemann zeta zeros. This synthesis constructs a blueprint for resilient, emergent informational manifolds capable of active decoherence suppression. The resulting hybrid architectures accelerate the timeline for mission-relevant quantum sensing, computing, and communications, providing a robust, noise-resistant foundation that can bypass current limitations outlined in reports like the Congressional Research Service Defense Primer.
