This eighth volume in the KSCCN Series addresses the profound implications of quantum computing for sovereign AI systems. As quantum computers advance toward cryptographically relevant scale, they threaten to undermine the cryptographic foundations upon which current AI infrastructure, secure communications, and agentic systems depend. Simultaneously, quantum technologies offer new capabilities for machine learning, optimisation, and simulation that could enhance sovereign AI if harnessed appropriately. This volume provides a comprehensive analysis of the quantum transition for sovereign AI, examining post-quantum cryptography migration strategies, quantum-enhanced AI opportunities and risks, and the information-geometric extensions of quantum information theory to privacy and epistemic sovereignty. It analyses how quantum threats and opportunities intersect with the agentic systems examined in Volume VI and the implementation strategies developed in Volume VII. Special attention is given to Global South contexts, where the quantum transition presents both risks of renewed technological dependency and opportunities for strategic leapfrogging. The volume develops recommendations for quantum-resilient sovereign AI architectures that protect epistemic assets while enabling beneficial quantum-enhanced capabilities. K SC The second quantum revolution is not only a scientific and technological transformation but also a profound governance challenge. As quantum technologies move from laboratory demonstrations to strategic assets, states and international institutions face urgent questions about security, sovereignty, standards, supply chains, and ethical deployment. This third volume in the series examines the emerging field of quantum governance through the lenses of international relations, science and technology studies, and digital sovereignty. It analyses the competitive dynamics between major powers, the risks of quantum-enabled disruption to existing security architectures, and the opportunities for more equitable global regimes. Particular attention is given to the position of the Global South and to the institutional innovations required to prevent a quantum divide that mirrors or deepens existing inequalities. The paper argues for a multi-layered governance architecture that combines arms-control-like mechanisms for quantum capabilities with proactive investment in inclusive quantum infrastructure and norms. Volume V concludes the KSCCN Anatomical Review series by translating the theoretical foundations (Vol I), computational realizations (Vol II), empirical validations (Vol III), and higher categorical extensions (Vol IV) into concrete deployment pathways for sovereign AI and physics-informed machine learning. We examine three strategic application domains: (1) digital sovereignty architectures that embed local gauge groupoids to enforce data localization and jurisdictional symmetry constraints without sacrificing model performance; (2) quantum-AI interfaces where groupoid-equivariant layers are lifted to equivariant quantum circuits capable of handling partial symmetries in hybrid quantum-classical models; and (3) scientific machine learning pipelines for high-energy physics (lattice gauge theory at scale), climate modeling on stratified and foliated domains, and materials discovery under crystallographic groupoid constraints. We provide deployment blueprints, engineering patterns for JAX/PyTorch + quantum SDK integration, risk mitigation strategies for groupoid misspecification and numerical stability, and a maturity roadmap from prototype to production. The volume closes with reflections on the completed five-volume programme and its contribution to equitable, symmetry-respecting, and sovereignty-aware artificial intelligence. 1. This paper presents a comprehensive secular research outline for the five-volume KSCCN Cryptographic Resilience Review Series. Volume I established the foundational reframing of post-quantum cybersecurity discourse from predictive focus on a hypothetical 'Q-Day' to organizational cryptographic agility and adaptation velocity within Red Queen dynamics of perpetual technological disequilibrium. Drawing on practitioner interventions and anatomical critique, the series now advances a rigorous, multi-methodological programme that integrates cryptographic adaptation theory with advances in quantum geometry, fractal algebra, information geometry, and simulation-based resilience modeling. The outline details chapter-level objectives, research questions, methodological integrations, Global South empirical architectures, and diplomatic translation pathways for Volumes II–V. The programme positions cryptographic resilience as a socio-technical, geometric, and governance capability essential to equitable digital transitions and post-LDC trading-nation strategies. 1. This paper addresses the rapid compression of the quantum transition timeline precipitated by decisive technological breakthroughs in 2026, including high-fidelity bucket-brigade QRAM and ultra-fast neural decoders. It examines the emergence of a highly securitized "quantum splinternet" and the consequent existential threat of techno-colonialism for middle powers and nations in the Global South. By synthesizing frameworks from quantum social science, international relations, and industrial policy, the analysis demonstrates that traditional, fragmented approaches to technological governance are insufficient. The author proposes the immediate establishment of a Quantum Sovereign Capability Coalition (QSCC)—a coordinated, offensive vehicle for strategic autonomy that leverages pragmatic collectivism, shared infrastructure, and normative diplomatic power to secure asymmetric inclusion in the post-Q-Day international order. The advent of cryptanalytically relevant quantum computers (CRQCs) threatens the foundational mathematical hardness assumptions of contemporary public-key cryptography. In response, Post-Quantum Cryptography (PQC) has emerged, predominantly framed through an epistemic lens of "algorithmic substitution"—replacing vulnerable algorithms with quantum-resistant ones. However, for sovereign entities and developing digital infrastructures, this universalist approach is insufficient. This paper conducts a deep epistemic analysis of the shift toward layered architectural resilience, cognitive sovereignty, and cybernetic governance. It proposes a foundational set of normative principles for a sovereign PQC protocol and systematically compares ten competing theories in cryptography, digital sovereignty, and data architecture. K SC Governments are adopting artificial intelligence at the same moment that the cryptographic assumptions under their long-lived secrets are being placed on a clock. This paper treats four developments as a single problem of digital trust rather than as separate technical topics. First, AI systems are moving from content generation to agentic action, and are already exposed to impersonation, poisoning and unauthorised use. Second, persistent memory across sessions creates a new class of institutional record, whose integrity cannot be reduced to a signature. Third, cryptographic security depends on unpredictable keys, not on non-determinism, and better randomness does not answer a quantum attack on public-key mathematics. Fourth, harvest-now-decrypt-later means that the threat to data which must remain confidential for decades exists before a cryptographically relevant quantum computer does. Drawing on published resource estimates, the NIST post-quantum standards, and the positions of major security agencies on quantum key distribution, the paper argues that preparation should begin with an inventory of vulnerable cryptography, hybrid migration of high-value key exchange, and an explicit regime for the ownership and correction of AI memory. The implications for diplomatic communications and for states with constrained compute and language resources are developed throughout.
