The Chinese Industrial Base and Military Deployment of Quantum Technology

Edward Parker

Published Jan 1, 2024• 1 citation

Abstract

The United States and China are the leaders in quantum science and technology development. But since they focus on different applications, it is hard to assess which country is closer to military deployment. If Congress determines that quantum technology is a strategic priority, continued investment in research is paramount.

An Assessment of the U.S. and Chinese Industrial Bases in Quantum Technology

Edward Parker, Daniel Gonzales, Ajay Kochhar +8 more

This report presents a flexible and repeatable set of metrics—specifically, focused on scientific research, government support, private industry activity, and technical achievement—for assessing a nation's industrial base in quantum technology. The authors apply these metrics to the United States to assess the current state of its industrial base, and they apply most of the metrics to the People's Republic of China as a comparative case study.

China’s quest for quantum advantage—Strategic and defense innovation at a new frontier

Elsa B. Kania

China has prioritized quantum science and technology as a critical frontier for its national security and development. To date, Chinese research has already reached a leading position within the discipline, enabled by state support and funding, as well as the recruitment and cultivation of talent. The rapid advances on this front can provide a valuable illustration of the dynamics of China’s evolving innovation ecosystem, including the increased prominence of leading technology companies, and even start-ups, as serious contenders. China’s strategy of military–civil fusion, which aims to create a more integrated ecosystem in science and technology, can contribute to enabling progress in dual-use developments. This case study draws upon the shared framework for this special issue, which provides a method by which to consider the factors that enable defense innovation. Looking forward, these advances could prove consequential for the future strategic balance between China and the United States.

An Assessment of U.S.-Allied Nations' Industrial Bases in Quantum Technology

Edward Parker, Richard Silberglitt, Daniel Gonzales +6 more

This report presents an assessment of the quantum technology industrial bases of several U.S.-allied nations that are major players in the development of quantum technology, beginning with a global look and then focusing on the quantum industrial bases of Australia, the UK, Germany, and Japan. It gives recommendations for how the United States can promote strong ties with its allies in quantum technology research and development.

Overview of the contributions of quantum technologies to security and defense

Jean-Pierre Damiano

Quantum technologies constitute a major area of interest with real issues leading to new disruptive applications. Their mastery will give their designers a definite advantage, whether in the fields of communications, health, security, energy, space, the environment, etc. The United States, China, Europe, India and many other countries are opening research programs and promote investments with a view to acquiring certain technological sovereignty. My previous paper briefly exposed quantum technologies. In this new paper, after a reminder of the strategic context, the application domains of quantum computing, with some examples in the defense and security sectors, are presented. Elements of analysis of existing investments and ecosystems are presented. The images or figures in the article are the property of their cited authors. References are given at the end of each chapter.

Decrypting China’s Quantum Leap

Munish Sharma

China has achieved major scientific accomplishments since embarking in 2001 on a journey to harness the vast potential of quantum mechanics in information security and military applications. Chinese scientists claimed success in satellite-based entanglement distribution in June 2017. Three months later, in September 2017, the 2,000-kilometer Quantum Communication Line between Shanghai and Beijing opened the world’s first trunk line of secure quantum telecommunications. China’s political leadership has demonstrated its interest and support in this very expensive endeavor, owing to the strategic and military applications of quantum cryptography, quantum computing, and quantum metrology for highly secure communications, stealth submarine operations, and military code breaking. This article explores the rapid development and evolution of research in quantum communications in China, the critical role of political leadership, and the immense opportunities it holds in the military domain.
