The global approaches to the regulation of quantum communication

D. A. Kuleshov

In the rapidly evolving field of quantum communication, the regulatory framework plays a crucial role in ensuring security, standardization, and international cooperation. This article examines various approaches employed by countries to regulate quantum communication. The purpose of this research is to comprehensively analyze and compare different international approaches to the regulation of quantum communication to identify key features characteristic of the current stage of development and regulation of quantum communication, as well as to develop recommendations for optimizing and improving regulatory governance in this area. The methodological basis of the study consisted of general scientific and special methods. A detailed study of various legal documents, strategies, and standards related to quantum communication was conducted using the following general scientific methods: analysis, synthesis, induction, and system analysis. Among the special legal methods used was the comparative legal method, which made it possible to identify general trends, differences, and unique approaches in the regulation of quantum communication, as well as the formal-legal method for studying legal categories and legislative techniques used in various acts in the studied area. The study systematically examines legislative measures, government policies, and industry standards to determine the relationship between technological innovation and regulatory governance in the field of quantum communication. The research revealed that the regulation of quantum communication is primarily carried out at the level of strategic documents, such as national roadmaps, which contain recommendations and guidelines for regulating quantum communication. It was found that technical standards play a vital role in the development of quantum communication, with this development occurring at both national and international levels. Special groups and centers have been established for the effective implementation, development, and regulation of quantum communication, which allows for the identification of social, legal, political, and ethical issues. The main conclusions include the need to monitor administrative barriers, identify priority sectors for the implementation of quantum communication, and recognize quantum communication as a dual-use technology. It is recommended that an international certification and tracking system be created for quantum communication devices for export and import control purposes.

DEVELOPMENT OF QUANTUM TECHNOLOGIES IN RUSSIA BASED ON INTERNATIONAL EXPERIENCE

Ткаченко Софья Сергеевна

The article examines the current level of quantum technologies development worldwide and specifically in Russia. Currently, the quantum technology market is in the formative stage and a limited number of countries produce competitive samples. Quantum innovations can upend a number of industries, and the possession of such technologies may give a significant boost to the development of the national economy. Despite external constraints and economic uncertainty, Russia remains a significant player in the emerging industry. With an extensive research base and some unique developments, Russia can occupy an important niche in the market and get closer to the industry leaders such as the United States and China. The study identified potential directions for the further development of quantum technologies in Russia and the ways to achieve the established goals.

KEY ASPECTS OF TRAINING SPECIALISTS IN QUANTUM COMMUNICATIONS

Today quantum communications is considered as a promising and rapidly developing technology. As this field advances, there is a growing demand for highly qualified specialists capable of solving complex challenges concerning computer science, mathematics, physics and cryptography. In response, universities and research centers worldwide are now designing and implementing new educational programs aimed at training specialists in this field. In the near future, such specialists will play a pivotal role in building communication systems that will form the backbone of the future digital economy. This article examines key points of professional training in quantum communications. This determine special knowledge and skills required for such specialists and explore the implementation specifics of the educational course «Quantum Technologies in Info communications» within the degree program 11.03.02 «Info communication Technologies and Communication Systems» at the Federal State-Funded Educational Institution of Higher Education «Povolzhskiy State University of Telecommunications and Informatics».

Quantum Technologies in Manufacturing Systems: Perspectives for Application and Sustainable Development

Tim van Erp, Bartłomiej Gładysz

In the medium- and long-term future, quantum technologies will become a megatrend shaping global industrial value creation. Quantum technologies will open novel pathways for manufacturing systems innovations, while also providing new opportunities for Sustainable Development. Manufacturing companies must already strive for a better understanding of quantum technologies and their potential applications if they are to maintain and improve their competitive advantage in the future. An overview of the theoretical background and state-of-the-art for quantum technologies and manufacturing systems is presented. Fields of application for quantum technologies are explored in the context of relevant manufacturing systems domains. Potential applications are proposed based on an analysis and synthesis of relevant literature, industrial case studies, as well as the authors’ ideations. A case is laid out for how quantum technologies can potentially facilitate industrial symbiosis within limited global ecological boundaries. In other words, the case study describes how Sustainable Development can be potentially facilitated using quantum computing and quantum AI.
