We show that the operational quantum formalism -- the Born rule, Lüders state updating, quantum interference, non-Markovian effective dynamics, and Bell inequality violation at the Tsirelson bound \(2\sqrt{2}\) -- arises within Accessibility Theory (AT) from the Aperture construction together with explicit coherence and locality assumptions stated in the paper. AT is a framework built on real graded spectral triples and a single algebraic selection principle. The Principle of Universal Accessibility Balance requires three independent measures of the complexity of a spectral triple -- its algebraic, gauge-theoretic, and geometric content -- to be exactly equal and minimized, uniquely selecting the algebra \(\C \oplus \Hbb \oplus M_3(\C)\) and with it the Standard Model gauge group, particle content, four-dimensional Lorentzian spacetime, three generations, and gravitational dynamics. Restriction to a codimension-one geometric boundary reduces this algebra to its commutative center \(\C \oplus \C \oplus \C\) -- the Aperture -- which defines a permanent information bottleneck for any embedded observer. Coherence conditions on inference through this bottleneck, together with Gleason's theorem on the 48-dimensional internal Hilbert space, uniquely determine the Born rule; the remaining operational features follow from the same observer-level framework under the stated assumptions. At the ontological level the theory is deterministic and state-realist, while the operational quantum formalism appears at the observer level as a consequence of structurally limited access to the underlying algebraic reality.

The quantum measurement problem has resisted resolution for nearly a century, fragmenting into three seemingly independent challenges: the Born rule's probabilistic interpretation, the EPR paradox of simultaneous reality, and Bell inequality violations challenging local realism. This fragmentation has obscured a common structural origin. This work demonstrates that all three problems arise from a single theoretical defect: the misapplication of commutative probability theory to non-commutative operational structures. Within the framework of Cognitional Mechanics (CM), grounded in two axioms—non-commutativity ([Ô_A, Ô_B] ≠ 0) and finite operational resolution (Level of Detail)—these problems dissolve simultaneously through structural reconstruction. The Born rule emerges as the unique projection measure compatible with resource conservation and tensor-product linearity under non-commutative constraints, repositioning probability as an epistemic consequence of finite resolution rather than ontological randomness. EPR correlations are resolved as constraint propagation across shared operational stacks, eliminating the apparent conflict between quantum completeness and local realism without invoking non-local signaling. Bell inequality violations follow from the logical impossibility of factorization: non-commutativity structurally excludes the simultaneous eigenstates required by the factorization condition, rendering the measure space for joint distributions undefined rather than merely violated. The framework derives from Tier 1 axiomatic necessity within Cognitional Mechanics. Mathematical formalisms—Hilbert spaces, operator algebras, measure theory—serve as Tier 3 projection tools expressing this structure, not as foundational requirements for its validity. This paper builds on Operational Quantum Mechanics I (DOI: 10.5281/zenodo.18649525), which resolved Schrödinger's cat through operational stack management, and forms a symmetrical counterpart to Universal Relativity (DOI: 10.5281/zenodo.18645324) within the CM framework.

Quantum Theory as the Operational Shadow of the M--A Channel: a Substratum Reconstruction in Absolute Frame Theory
The reconstruction program of quantum foundations asks why nature is described by complex Hilbert spaces with the Born rule, and why its correlations stop at the Tsirelson bound rather than saturating the no-signaling limit. Absolute Frame Theory (AFT) embeds the observable four-dimensional manifold M in a continuous Euclidean substratum A carrying a pilot wave Ψ, with an information-bottleneck channel that projects A onto M and traces out an inaccessible fiber. We propose that finite-dimensional quantum theory is the operational shadow of that channel---the channel viewed from within M, restricted to its M-accessible, identifiable part---and we carry out the reconstruction in that reading. This is a program, not a completed theorem: we mark every claim as derived, as a structural correspondence, or as an open frontier, and we state plainly that AFT is not yet formulated as an operational-probabilistic theory in full rigor and that the complex Hilbert structure is here a mechanism (the analytic-signal representation of the channel's sampling), not a posit. Within those limits the reconstruction reduces the why-of-quantum-theory to a single physical fact---the M--A signature transition, the Euclidean-to-Lorentzian Wick rotation---of which the complex structure and the Born rule are the two faces. Concretely, a linear map carries both the complex generator and the conserved ∣Ψ∣2 density if and only if it is unitary. The same signature transition is, in AFT, the root of parity violation and of the arrow of time; quantum theory, parity violation, and time's arrow thus share one origin. The operator-level complex structure that makes the theory locally tomographic is supplied by the Osterwalder--Schrader reconstruction about that single Euclidean time---reflection positivity being a theorem for the free embedding sector and preserved, by a local Feynman--Kac argument, for static configurations---hence complex quantum theory is derived, not posited, in the static sector. The named open frontier is then the time-dependent and interacting reconstruction, while the Born measure ∣ψ∣2 is shown to be the equivariant density of the reconstructed unitary and generic macroscopic matter is derived to be classical, leaving only the strict Dürr--Goldstein--Zanghì uniqueness open. That the embedding yields the Lorentzian signature, and with it emergent local Lorentz invariance, is established in a companion paper on emergent Lorentz invariance.
The Born rule — that the probability of obtaining outcome |phi> in a measurement of a quantum system in state |psi> is P = |<phi|psi>|^2 — is one of the most empirically well-confirmed and conceptually contested statements in physics. Existing derivation attempts (Gleason’s theorem; Deutsch–Wallace decision theory; Zurek envariance; many-worlds branch counting) each establish it under their own assumptions, but none has achieved universal acceptance. We show that in the Three Time Dimensions (3+3) spacetime framework (de Haan 2026, book DOI 10.5281/zenodo.19633127), in which the third time dimension t_3 is compactified as a discrete two-sphere S^2 with 2^152 Planck-area cells, the Born rule emerges through three independent geometric routes that all converge on the same result P = |<phi|psi>|^2. Route 1 (Malus’s Law on S^2): the wavefunction is literally a direction on the t_3 S^2; the Bloch sphere IS this S^2; Malus’s 1809 law P = cos^2(theta) is identical to the Born rule for bosons, with SU(2) double cover giving cos^2(theta/2) for fermions. Route 2 (Gleason + S^2 non-contextuality): Gleason’s 1957 theorem uniquely selects |<phi|psi>|^2 given non-contextuality, which in (3+3) is a consequence of the S^2 Riemannian metric rather than an independent postulate. Route 3 (Lévy measure + t_2 isotropy): the t_2 expansion perturbs all t_3 directions isotropically; the unique continuous binary-outcome probability measure is the Lévy / Haar-invariant spherical measure, which gives P(+n_A) = cos^2(theta/2). The three routes use distinct mathematical tools (projection, Hilbert-space theorem, stochastic analysis) and distinct physical inputs (geometry, Riemannian metric, dynamical isotropy). They must converge if the geometric identification is correct; they would diverge if it were wrong. Malus’s 1809 law is the Born rule avant la lettre. The empirical optical law taught to undergraduates as a fact is, under this reading, a direct geometric consequence of photon polarisations being directions on S^2 — a statement about projection geometry that predates quantum mechanics by a century. The same geometric identification simultaneously resolves four foundational puzzles: (1) Schrödinger’s cat is never in superposition (the cat’s ~10^29 t_3 modes are entrained by environmental t_2 perturbation within femtoseconds of the first atomic interaction); (2) the three-polariser paradox dissolves (non-commuting measurements are non-commuting rotations on S^2); (3) the Bell/Tsirelson bound 2sqrt(2) is a geometric consequence of S^2 having dimension exactly 2 — empirical confirmation by loophole-free Bell tests (Hensen, Giustina, Shalm 2015) confirms the S^2 identification; (4) the cosmological decoherence floor tau_cosm = 1/H_0 ~ 14.5 Gyr is a structural upper bound on quantum coherence set by the t_2 cosmic expansion — distinguishing the framework from many-worlds interpretations. Three supporting elegance claims establish the framework’s quantum-foundational coherence: (A) the complex-valuedness of psi in C follows from t_2 being a rotation (the imaginary unit i is the generator of the t_2 precession rotation); (B) the Schrödinger equation i hbar dpsi/dt = H psi is the infinitesimal form of t_2 precession rotating the phase of the t_3 configuration; (C) the canonical commutation [x, p] = i hbar follows from the foam lattice structure. The paper is complementary to the companion Quantum Computing preprint [DOI 10.5281/zenodo.19651560] which uses the Bloch-sphere-as-S^2 identification for applied hardware-level proposals. The Born Rule paper provides the foundational underpinning for why that identification is correct at the level of quantum-mechanical first principles. The paper is honest about what remains open. Four specific items are explicitly acknowledged (§11): (1) the framework does not yet have a 6D Lagrangian formulation from which the Born rule would fall out of path-integral quantisation; (2) the uniqueness of the S^2 identification is only partially addressed — higher-dimensional spheres are ruled out by the Tsirelson bound, but tori and Calabi–Yau alternatives are not examined; (3) the path-integral reformulation of quantum mechanics within (3+3) has not been constructed; (4) detailed comparison with QBism, relational quantum mechanics, and consistent histories is outside the paper’s scope. Falsifiability. Six routes: Tsirelson-bound overshoot/undershoot beyond 2sqrt(2) + measurement precision; indefinite quantum coherence beyond cosmological timescales; real-valued QM experimental confirmation (already ruled out by Renou et al. 2021, reconfirmed by independent tests); detection of genuine contextuality; detection of discrete S^2 cell structure at near-Planck scales. The Born rule, in (3+3), is not a mysterious postulate; it is Malus’s Law on a compact sphere that nobody knew was there.
Papers I and II derived gravitational geometry and second-order dynamics from finite accessibility without invoking measurement, observation protocols, or collapse as primitive notions. This paper extends the operational program to the measurement sector, deriving the structure of record formation and probabilistic weights from the same finite accessibility and compositional constraints. Finite accessibility restricts admissible operations on a subsystem to a proper operator subalgebra. Because bounded certification excludes operators requiring nonlocal coordination or arbitrarily fine phase resolution, the accessible algebra is strictly smaller than the full operator algebra. When a system becomes correlated with orthogonal environment sectors, off-diagonal operators between those sectors fall outside the accessible algebra. The reduced state is therefore indistinguishable, under all admissible operations, from its diagonal ensemble. Definiteness emerges as an algebraic consequence of sector restriction, not as a collapse postulate. The weights of these sectors are fixed uniquely by compositional consistency. Phase invariance, multiplicativity under independent refinement, and stability under record coarse-graining constrain any admissible assignment of sector weights to satisfy a functional equation whose only continuous, non-contextual solution is quadratic in amplitude. The Born rule therefore arises as the unique invariant measure compatible with finite accessibility. Irreversibility follows from action scaling: reversal requires operators outside the admissible tensor algebra and incurs action cost proportional to the number of correlated subsystems. Since admissible operations are bounded by the action gap, macroscopic record reversal is excluded. Measurement introduces no new physical primitives beyond finite accessibility, locality, and compositional stability. Record formation, classical definiteness, and Born probabilities are structural consequences of algebraic restriction under finite accessibility. **This paper is part of the Finite Accessibility series, which reconstructs gravitational geometry, quantum dynamics, gauge structure, cosmological perturbation theory, and the dark sector from a single operational primitive: a finite certification ceiling ω* governing the maximum rate at which physical relations can be maintained across extended domains.** **Introductory papers** - Geometric Limits to Coherent Timekeeping in Extended Reference Frames — https://doi.org/10.5281/zenodo.18824556 - Accessibility Selection Law (ASL) — https://doi.org/10.5281/zenodo.18824649 - Phase Boundary Gravity — https://doi.org/10.5281/zenodo.18824707 **Pillars (numbered I–IV)** - Paper I: Deriving Gravitational Geometry and Schrödinger Dynamics from Finite Accessibility — https://doi.org/10.5281/zenodo.18601600 - Paper II: Deriving Inertia, Motion, and Wave Propagation from Finite Accessibility — https://doi.org/10.5281/zenodo.18625174 - Paper III: Accessible State Spaces, Record Stability, and the Emergence of Quantum Statistics — https://doi.org/10.5281/zenodo.18625192 - Paper IV: Frame Dissolution, the Certification Ceiling, and Observable Deformations — https://doi.org/10.5281/zenodo.18654458 **Extension papers** - Dark Matter from Finite Accessibility — https://doi.org/10.5281/zenodo.18654433 - Dark Energy from Finite Accessibility — https://doi.org/10.5281/zenodo.18654523 - No-Go Theorems and the Admissibility Corridor — https://doi.org/10.5281/zenodo.18654493 - Gauge Structure from Finite Accessibility — https://doi.org/10.5281/zenodo.18928152 - Perturbation Theory from Finite Accessibility — https://doi.org/10.5281/zenodo.18928213 **Experimental paper** - Experimental Probes of Finite Accessibility: GW Dispersion and Vacuum Path Independence — https://doi.org/10.5281/zenodo.18931126 **Keywords:** Born rule derivation, measurement problem, quantum statistics, finite accessibility, operator subalgebra, record formation, definiteness emergence, wave function collapse, compositional consistency, accessible state spaces, action gap, irreversibility, sector restriction, quantum foundations, algebraic quantum mechanics, decoherence
AbstractThe Born rule—assigning quantum probabilities as —remains a postulate in standard quantummechanics. Despite numerous attempts (Gleason's theorem, decoherence, envariance, decision theory), noderivation has eliminated the need for an additional probabilistic axiom. This paper presents a geometric derivationof the Born rule from three minimal principles: (1) physical states are complex linear fields, (2) reality includes anunobservable scale dimension , and (3) observers are restricted to fixed-scale hypersurfaces. Under theseconditions, the unique operational density consistent with linearity, conservation, and phase invariance is thequadratic form . Marginalizing over unobservable scale degrees of freedom yields . Under scale-localization or scale-decoherence, this reduces to , reproducing the Born rulewithout assumption. If the ultraviolet limit of the manifold is a compact genus- surface, topological constraintsproduce structured statistical signatures: for , a 138-mode periodic correction emerges, providing afalsifiable experimental prediction. Measurement is reinterpreted as dimensional projection, not wavefunctioncollapse. Quantum probabilities arise as geometric shadows of deterministic higher-dimensional dynamics. Keywords: Born rule, quantum probability, dimensional flow, marginalization, scale space, genus, quantumfoundations, measurement problem Full Theory Portfolio at: https://drive.google.com/drive/folders/1fdKdo3edGqXVx95IntIumXlzKq22s-yw?usp=drive_link
