Papers I and II derived gravitational geometry and second-order dynamics from finite accessibility without invoking measurement, observation protocols, or collapse as primitive notions. This paper extends the operational program to the measurement sector, deriving the structure of record formation and probabilistic weights from the same finite accessibility and compositional constraints. Finite accessibility restricts admissible operations on a subsystem to a proper operator subalgebra. Because bounded certification excludes operators requiring nonlocal coordination or arbitrarily fine phase resolution, the accessible algebra is strictly smaller than the full operator algebra. When a system becomes correlated with orthogonal environment sectors, off-diagonal operators between those sectors fall outside the accessible algebra. The reduced state is therefore indistinguishable, under all admissible operations, from its diagonal ensemble. Definiteness emerges as an algebraic consequence of sector restriction, not as a collapse postulate. The weights of these sectors are fixed uniquely by compositional consistency. Phase invariance, multiplicativity under independent refinement, and stability under record coarse-graining constrain any admissible assignment of sector weights to satisfy a functional equation whose only continuous, non-contextual solution is quadratic in amplitude. The Born rule therefore arises as the unique invariant measure compatible with finite accessibility. Irreversibility follows from action scaling: reversal requires operators outside the admissible tensor algebra and incurs action cost proportional to the number of correlated subsystems. Since admissible operations are bounded by the action gap, macroscopic record reversal is excluded. Measurement introduces no new physical primitives beyond finite accessibility, locality, and compositional stability. Record formation, classical definiteness, and Born probabilities are structural consequences of algebraic restriction under finite accessibility. **This paper is part of the Finite Accessibility series, which reconstructs gravitational geometry, quantum dynamics, gauge structure, cosmological perturbation theory, and the dark sector from a single operational primitive: a finite certification ceiling ω* governing the maximum rate at which physical relations can be maintained across extended domains.** **Introductory papers** - Geometric Limits to Coherent Timekeeping in Extended Reference Frames — https://doi.org/10.5281/zenodo.18824556 - Accessibility Selection Law (ASL) — https://doi.org/10.5281/zenodo.18824649 - Phase Boundary Gravity — https://doi.org/10.5281/zenodo.18824707 **Pillars (numbered I–IV)** - Paper I: Deriving Gravitational Geometry and Schrödinger Dynamics from Finite Accessibility — https://doi.org/10.5281/zenodo.18601600 - Paper II: Deriving Inertia, Motion, and Wave Propagation from Finite Accessibility — https://doi.org/10.5281/zenodo.18625174 - Paper III: Accessible State Spaces, Record Stability, and the Emergence of Quantum Statistics — https://doi.org/10.5281/zenodo.18625192 - Paper IV: Frame Dissolution, the Certification Ceiling, and Observable Deformations — https://doi.org/10.5281/zenodo.18654458 **Extension papers** - Dark Matter from Finite Accessibility — https://doi.org/10.5281/zenodo.18654433 - Dark Energy from Finite Accessibility — https://doi.org/10.5281/zenodo.18654523 - No-Go Theorems and the Admissibility Corridor — https://doi.org/10.5281/zenodo.18654493 - Gauge Structure from Finite Accessibility — https://doi.org/10.5281/zenodo.18928152 - Perturbation Theory from Finite Accessibility — https://doi.org/10.5281/zenodo.18928213 **Experimental paper** - Experimental Probes of Finite Accessibility: GW Dispersion and Vacuum Path Independence — https://doi.org/10.5281/zenodo.18931126 **Keywords:** Born rule derivation, measurement problem, quantum statistics, finite accessibility, operator subalgebra, record formation, definiteness emergence, wave function collapse, compositional consistency, accessible state spaces, action gap, irreversibility, sector restriction, quantum foundations, algebraic quantum mechanics, decoherence

Papers I–III derived specific physical structures from three operational axioms: an action gap, finite accessibility, and intersubjective stability. This paper inverts the question: what structures are forbidden? Seven exclusion theorems are proved, showing that large classes of alternative physics are inadmissible under the operational axioms. Each theorem includes explicit assumptions and rigorous mathematical proof. The excluded structures are: 1. **Arbitrarily precise extended synchronisation** — no protocol can certify synchronisation across a domain exceeding the coherence radius R_coh 2. **Higher-than-second-order local dynamics** — via Ostrogradsky instability and certification cost arguments 3. **Non-Born probability assignments** — via the Cauchy functional equation; the Born rule is the unique continuous, non-contextual invariant measure 4. **Non-three-dimensional geometry** — via flux invariance; only d = 3 permits radius-independent total distinguishability 5. **Non-quartic high-frequency dispersion** — via complex analysis of the EFT derivative expansion 6. **Stable relativistic gravitationally-coupled matter** above the accessibility ceiling 7. **Protocol-dependent physical constants** — universality is forced by intersubjective stability The exclusions collectively define an admissibility corridor: the narrow set of physical structures compatible with bounded intersubjective certification. The paper shows that most logically possible alternatives violate the axioms, and that observed physics lies on structural boundaries of the corridor. **This paper is part of the Finite Accessibility series, which reconstructs gravitational geometry, quantum dynamics, gauge structure, cosmological perturbation theory, and the dark sector from a single operational primitive: a finite certification ceiling ω* governing the maximum rate at which physical relations can be maintained across extended domains.** **Introductory papers** - Geometric Limits to Coherent Timekeeping in Extended Reference Frames — https://doi.org/10.5281/zenodo.18824556 - Accessibility Selection Law (ASL) — https://doi.org/10.5281/zenodo.18824649 - Phase Boundary Gravity — https://doi.org/10.5281/zenodo.18824707 **Pillars (numbered I–IV)** - Paper I: Deriving Gravitational Geometry and Schrödinger Dynamics from Finite Accessibility — https://doi.org/10.5281/zenodo.18601600 - Paper II: Deriving Inertia, Motion, and Wave Propagation from Finite Accessibility — https://doi.org/10.5281/zenodo.18625174 - Paper III: Accessible State Spaces, Record Stability, and the Emergence of Quantum Statistics — https://doi.org/10.5281/zenodo.18625192 - Paper IV: Frame Dissolution, the Certification Ceiling, and Observable Deformations — https://doi.org/10.5281/zenodo.18654458 **Extension papers** - Dark Matter from Finite Accessibility — https://doi.org/10.5281/zenodo.18654433 - Dark Energy from Finite Accessibility — https://doi.org/10.5281/zenodo.18654523 - No-Go Theorems and the Admissibility Corridor — https://doi.org/10.5281/zenodo.18654493 - Gauge Structure from Finite Accessibility — https://doi.org/10.5281/zenodo.18928152 - Perturbation Theory from Finite Accessibility — https://doi.org/10.5281/zenodo.18928213 **Experimental paper** - Experimental Probes of Finite Accessibility: GW Dispersion and Vacuum Path Independence — https://doi.org/10.5281/zenodo.18931126 **Keywords:** no-go theorems, admissibility corridor, finite accessibility, exclusion theorems, Born rule uniqueness, spatial dimensionality, Ostrogradsky instability, higher-order dynamics, extended synchronisation, intersubjective stability, certification cost, dispersion constraints, protocol invariance, operational axioms, action gap, quantum gravity constraints
Paper I derived gravitational geometry and Schrödinger dynamics from finite accessibility in stationary configurations. This work extends the same operational constraints to nonstationary situations, completing the derivation of classical and relativistic dynamics. The action gap ℏ* forces the minimal certifiable state to be (x, ẋ), yielding second-order dynamics as a structural necessity rather than an empirical postulate. Fisher additivity forces the linear response F = ma, and the equivalence principle emerges as a consequence: inertial and gravitational mass are identical because both are projections of the same local QFI density. The Lagrangian and action principle are not assumed; they arise as the unique intersubjectively stable summary of nonstationary coordination demand. In the relativistic regime, geodesic motion follows from the same certification budget that produced the Schwarzschild exterior: a trajectory that deviates from a geodesic demands excess coordination overhead, and the unique certification-cost minimizer is the geodesic. Multi-body dynamics inherit linearity from Fisher additivity, and the field limit is the unique admissible extension consistent with local accessibility and shell composition. Finite update bandwidth ω* introduces inference inertia in wave propagation, producing a distinctive ω^(+2) dispersion signature in gravitational waves — higher frequencies arrive later. The dispersion relation is ω_k² = q²(1 + q²/ω*²) This distinguishes the framework from massive graviton theories (ω^(−2)) and Lorentz violation (ω^(+1)). The connection to frame dissolution (Paper IV) closes the derivation chain: the certification ceiling ω* is the same parameter that governs frame coherence and dispersion. **This paper is part of the Finite Accessibility series, which reconstructs gravitational geometry, quantum dynamics, gauge structure, cosmological perturbation theory, and the dark sector from a single operational primitive: a finite certification ceiling ω* governing the maximum rate at which physical relations can be maintained across extended domains.** **Introductory papers** - Geometric Limits to Coherent Timekeeping in Extended Reference Frames — https://doi.org/10.5281/zenodo.18824556 - Accessibility Selection Law (ASL) — https://doi.org/10.5281/zenodo.18824649 - Phase Boundary Gravity — https://doi.org/10.5281/zenodo.18824707 **Pillars (numbered I–IV)** - Paper I: Deriving Gravitational Geometry and Schrödinger Dynamics from Finite Accessibility — https://doi.org/10.5281/zenodo.18601600 - Paper II: Deriving Inertia, Motion, and Wave Propagation from Finite Accessibility — https://doi.org/10.5281/zenodo.18625174 - Paper III: Accessible State Spaces, Record Stability, and the Emergence of Quantum Statistics — https://doi.org/10.5281/zenodo.18625192 - Paper IV: Frame Dissolution, the Certification Ceiling, and Observable Deformations — https://doi.org/10.5281/zenodo.18654458 **Extension papers** - Dark Matter from Finite Accessibility — https://doi.org/10.5281/zenodo.18654433 - Dark Energy from Finite Accessibility — https://doi.org/10.5281/zenodo.18654523 - No-Go Theorems and the Admissibility Corridor — https://doi.org/10.5281/zenodo.18654493 - Gauge Structure from Finite Accessibility — https://doi.org/10.5281/zenodo.18928152 - Perturbation Theory from Finite Accessibility — https://doi.org/10.5281/zenodo.18928213 **Experimental paper** - Experimental Probes of Finite Accessibility: GW Dispersion and Vacuum Path Independence — https://doi.org/10.5281/zenodo.18931126 **Keywords:** inertia derivation, equations of motion, finite accessibility, action gap, Fisher additivity, equivalence principle, geodesic motion, second-order dynamics, Lagrangian emergence, wave propagation, gravitational wave dispersion, omega plus two dispersion, certification ceiling, operational axioms, quantum Fisher information, Lorentz violation
Description This paper develops a formal calculus of admissible correlation, providing the technical backbone for a constraint-first approach to physical description. Building on a conceptual framework in which enforceability and finite correlation capacity are taken as primitive structural requirements, the present work makes these notions explicit, operational, and compositional. Correlations are treated as primitive relational constraints enforced across interfaces endowed with finite capacity. Admissibility is defined as joint enforceability under these capacity limits and is shown to be inherently non-closed under composition. Correlation capacity is formalized as a finite, interface-localized resource whose saturation and redistribution determine which correlation sets can coherently exist. This yields a precise, pre-dynamical criterion for physical feasibility that precedes probability, stability, and dynamical law. Within this calculus, regime transitions arise when admissible correlation sets change due to capacity reallocation rather than dynamical evolution. The ordered loss of descriptive structures—global states, subsystem factorization, metric geometry, and time itself—is characterized as a consequence of finite enforceability rather than as a breakdown of physical law. Geometry emerges as an efficient representation of coordination cost where capacity gradients are smooth, while entropy is identified with interface capacity governing record formation and exclusion. The calculus introduces no new dynamics, modifies no existing physical theories, and commits to no microscopic ontology. Its role is structural: to delineate the kinematic envelope within which any coherent physical dynamics must operate. Quantum mechanics and general relativity are shown to function as admissibility-preserving frameworks within the regimes where their descriptive assumptions remain enforceable. This work is intended to stand alone as a technical contribution while serving, together with its companion foundational paper, to clarify the limits of physical description and the conditions under which familiar physical structures emerge, persist, and fail. This is the third paper in the Kosmocosm Framework series. It presents the Kosmocosm interpretation of quantum mechanics and supplies the physical account of phenomena that the Copenhagen interpretation correctly identified but could not explain. Copenhagen is predictively complete but physically incomplete: its founders named wave function collapse, complementarity, and the probabilistic character of measurement, yet supplied no mechanism for any of them, and the Born Rule, its central quantitative postulate, was stated without derivation and left underived for nearly a century. The paper identifies the fermion as the primary physical object, always in a definite state. The quantum wave function (QWF) is the continuous wave description of the fermion's local neighborhood dynamics, not the fermion itself. At each Planck stride, the fermion's definite particle state is captured as an exact archive record, the Quantum Particle State (QPS), by the autonomous advance of the Kosmosphere architecture. No observer is required to produce a definite outcome. The Born Rule is shown to be epistemological rather than ontological: the correct statistical description of what an observer inside the Actual recovers when integrating many already-recorded exact Planck-stride events through an instrument whose response interval spans an astronomical number of strides. The apparent randomness of quantum measurement is in the reading, not in the events; each event is exact. Wave function collapse is accounted for as the observer's instrument catching up to a recording that has already occurred, and the measurement problem is dissolved rather than solved: its premise, that collapse must act on the wave function, is absent from the architecture. The five Copenhagen postulates are preserved as correct observations whose physical explanations the framework is now in a position to supply. Papers 1 and 2 of the series are available at https://doi.org/10.5281/zenodo.18440459 and https://doi.org/10.5281/zenodo.18705241.
This preprint presents a complete and fully operator-theoretic resolution of the quantum measurement problem. Including collapse, the Born rule, the uniqueness of outcomes, and the irrelevance of observersm derived entirely from a universal structural principle called the lawhood identity. Rather than adding new physics, modifying the Schrödinger equation, introducing hidden variables, invoking many-worlds branching, or appealing to consciousness, this work shows that quantum measurement is a direct, unavoidable consequence of a general fixed-point law that applies to all stable physical systems. When instantiated for quantum mechanics, this law forces every genuine superposition to fail the criteria for being a physically lawful state. Collapse is not an extra postulate: it is structurally mandatory. Key results include: • The No-Superposition Theorem: All superpositions are proven to be structurally unlawful; they cannot survive the measurement map.• Mandatory Collapse: Collapse emerges automatically from the composition of three physical operators (boundary, decoherence, and closure), without modifying quantum dynamics.• Derivation of the Born Rule: The familiar probabilities arise uniquely from the internal consistency of the measurement operators. No additional assumptions, decision theory, or symmetry arguments are required.• Observer Independence: Awareness and measurement are formally separated. Collapse is a physical, observer-independent process; knowledge acquisition is epistemic, not causal.• Uniqueness of Outcomes: The framework proves that there is only one stable classical outcome for any initial quantum state, directly resolving the many-worlds branching issue.• Experimental Signatures: The formulation predicts measurable relationships involving entropy, decoherence rates, and effective dimensionality. This paper shows that the puzzles of quantum collapse, superposition, outcome selection, probability, and the apparent role of observers, are not mysteries requiring new interpretations. They are the natural consequences of a deeper structural principle that governs all lawful physical systems. Quantum mechanics, under this lens, becomes a specific case of a universal operator identity that determines which states can persist as stable reality. Readers will find a complete, logically self-contained argument, with theorems and proofs written in a way that does not rely on philosophical interpretation or speculative assumptions. The result is a clear and testable framework that resolves a problem that has persisted since the birth of quantum theory. This work is part of a broader research program developing the universal Tier-0 lawhood framework and the “Everything Equation,” which unifies stability, collapse, and fixed-point structure across physics, computation, thermodynamics, and information. Relation to Tier-1 dynamical formulation: This work develops a law-level (structural) resolution of quantum measurement. A complementary Tier-1 dynamical realization of these structural principles, formulated entirely within a constrained operator framework and independent of law-level recursion language, is developed in: J. Rodgers, Saturation Geometry and the Structural Emergence of Measurement and the Born Rule in a Capacity-Constrained Dirac–Λ System, Zenodo (2026).https://doi.org/10.5281/zenodo.18704783 The Tier-1 formulation may be read independently and provides a concrete operator-theoretic instantiation of the structural mechanisms discussed here.

Complex Hilbert space. THilbert: the state space is a complex Hilbert space ℋ with inner product induced by the cost functional, and the field selection 𝔽 = ℂ is inherited from Paper 1's field-selection tier. Tensor product. Ttensor: composite systems factorise as ℋAB = ℋA ⊗ ℋB under admissibility of joint distinction. Born's rule. TBorn: measurement outcome probabilities are Pr(k | ρ) = Tr(Pk ρ) with {Pk} the projective decomposition operators corresponding to admissible partition classes — derived, not postulated. Unitary and CPTP dynamics. THermitian and TCPTP: admissible state evolution is Hermitian-generated for closed systems and CPTP for open systems, both from minimum-cost bookkeeping. Measurement as class change. Tdecoherence: measurement is the transition from an admissible coherent superposition to an admissible classical register, formalised as a class change on the equivalence structure of admissible states.
