This paper develops an interpretive reading of the black hole information problem within a consistency-history framework that distinguishes preservation, commitment, recoverability, feasible auditability, and public finality. Its central claim is narrow: the Page time should be understood as a transition in recoverability, not as the onset of redundant public facthood. In controlled island and quantum-extremal-surface models, an interior region associated with the black hole becomes reconstructible from the Hawking radiation after the Page transition. The paper redescribes this as a transition from hidden encoding to recoverable encoding. It does not derive the Page curve, the island formula, replica wormholes, or a solution to the black hole information problem; those results are supplied by the cited quantum-information and quantum-gravity literature. The paper argues that Hawking radiation is not, by itself, a Quantum-Darwinist broadcasting environment for the infalling microstate information. Recovery requires a large radiation region and a holistic decoding, while no small set of disjoint fragments independently carries the same infalling record. Recoverability-in-principle therefore remains distinct from strong public finality, which would require redundant, non-disturbing, and repeatable access by multiple independent observers. The Harlow–Hayden complexity barrier further separates formal reconstructibility from feasible auditability. On this reading, the Page curve schedules delayed recoverability rather than strong public finality. If the recovered information later becomes redundantly recorded in ordinary detectors and environments, that later public finality is a downstream process rather than something supplied by the black hole itself. The paper is interpretive and conceptual, has L2 status within the framework’s claim discipline, and makes no independent empirical prediction.

This paper is the third in a sequence developing an interpretive framework that redescribes physical reality as a causally consistent history of information updates rather than as a collection of objects independently existing within spacetime. The parent framework, The Universe as a Consistency-Constrained Information History, argued that the constitutive core of auditability is not a bureaucratic log but record definiteness: the existence of stable, reproducible, path-independent commitments. The companion paper, Consistency Without a Global Clock, refined observation into a three-stage process—interaction, commitment, and finality—and identified finality with redundant, environmentally distributed, and independently recoverable recording. The present paper joins these two threads. Its question is narrow and structural. Decoherence and environment-induced superselection explain commitment: why local interference becomes practically irreversible and why stable pointer states emerge. They do not, by themselves, explain public finality: why a committed fact can be confirmed by many mutually independent parties, non-disturbingly and repeatably, as the same fact. The organizing distinction of the paper is therefore decoherence ≠ finality. A private microscopic correlation can be committed locally at low redundancy, yet fail to be a publicly shared fact. What such public finality additionally requires is the object of the analysis. The argument runs through three steps that lean on established results rather than new mechanisms. First, the no-broadcasting theorem implies that noncommuting quantum information cannot be distributed as-is to many parties; consequently, any value that many independent accessors can recover non-disturbingly must be effectively classical pointer information. Second, spectrum broadcast structure supplies the canonical form of such redundant environmental encoding, and quantum Darwinism supplies its dynamical mechanism. Third, if public finality in a given context requires m mutually independent accessors, acting on disjoint environmental fragments, to recover a committed fact within an information deficit δ, then the available environmental redundancy must satisfy a demand-side lower bound Rδ ≥ m. This is not a prediction of how much redundancy the world realizes; the realized amount is supplied by physics. It is a statement about the minimum redundancy a record must carry to count as publicly final. The thesis is summarized as an Auditability–Redundancy Principle: redundancy is not an accidental ornament of objectivity; it is the physical form that decentralized auditability must take. The paper supplies no new mechanism for redundancy, does not derive the Born rule, does not solve the measurement problem, and does not claim that redundancy is universal. In no-collapse readings, the facts discussed here are branch-relative or decoherent-history-relative. The status of the paper is L2, a necessity/convergence claim, while its formal engine rests on established L1 results.
This paper proposes the Possibility-Branch Information Hypothesis, a conceptual and mathematical framework for reinterpreting the black hole information problem as a problem of delayed readability rather than fundamental information destruction. The central claim is that black hole information is not primarily localized in individual Hawking quanta or in a single evaporation history. Instead, infalling information may be encoded in off-diagonal phase correlations between possible evaporation histories. In this framework, ordinary Hawking radiation can appear thermal under coarse graining, while fine-grained information remains preserved in history-space interference terms. The paper introduces a radiation density-matrix formulation over possible evaporation histories and defines observation-dependent interference connectivity through geometric and environmental overlap factors. It then proposes the Reverse Interference Reconstruction Method, inspired by phase-shifted double-slit interference, as a toy computational framework for recovering hidden off-diagonal coherence from multiple measurement settings. A minimal toy evaporation model is developed to show that identical diagonal radiation statistics can coexist with distinguishable fine-grained quantum states. The Page time is reinterpreted as the onset of delayed readability: the point at which accumulated radiation-history correlations become operationally reconstructable. The proposal is not presented as a complete quantum-gravity solution. It does not derive realistic four-dimensional black hole evaporation amplitudes. Rather, it provides a structured theoretical framework connecting quantum interference, coarse graining, Page curves, island formulae, replica-wormhole reasoning, and information reconstruction. This paper is the seventh in a sequence developing an interpretive framework that redescribes physical reality as a causally consistent history of information updates rather than as a collection of objects independently existing within spacetime. Two prior results set up its question. The third paper (Uchida, 2026c) characterized public finality—recoverability of a committed fact by many mutually independent accessors, non-disturbingly and repeatably—as a broadcast redundancy: an effectively classical pointer value proliferated across many disjoint environmental fragments, approximately in the form of spectrum broadcast structure. The fourth paper (Uchida, 2026d) read the evaporating black hole as the regime in which a committed interior record crosses, at the Page time, from hidden to recoverable encoding, reconstructible from the radiation through entanglement-wedge reconstruction; and the parent framework (Uchida, 2026a, §10) had flagged holographic quantum error correction as a place its language of protected, redundantly encoded, locally recoverable records might find content. The present paper makes that content precise as a structure theory of recoverable records, kept separate from any claim of new physics or any suggestion that the framework derives the underlying results. The central claim is conditional and structural. The framework does not claim that every recoverable piece of information is a code, that the universe is literally a quantum error-correcting code, or that AdS/CFT describes our universe. It claims that when information qualifies as an erasure-recoverable record because an encoding preserves a logical degree of freedom—or a logical operator algebra—against a specified family of physical erasures, then that recoverability is formalized as an exact or approximate quantum error-correcting structure, in which each correctable erasure leaves an authorized complementary region supporting a recovery map. That formalization is itself an established mathematical classification; the paper's interpretive contribution is to read the series' recoverable record through it, and to set it against a second, distinct architecture. Broadcast redundancy makes the same effectively classical value legible from many disjoint fragments; erasure-correcting redundancy protects noncommuting logical quantum information by keeping each correctable erased region ignorant of—approximately private with respect to—the protected logical content, while suitable remaining regions recover it. The formal engine of this distinction is the duality between correctability and privacy (the information–disturbance tradeoff), not the no-cloning theorem; no-cloning, with the access structure of quantum secret sharing, survives as the reason independently usable recovery regions for arbitrary unknown logical quantum information must overlap. Three commitments keep the reading honest. First, it separates three senses of "record"—protected logical quantum information, a committed classical record, and a publicly final record—and insists that recovery or decoding restores access to logical quantum information but does not, by itself, commit a classical value; commitment additionally requires measurement, pointer imprinting, decoherence, and stabilization (Uchida, 2026f), and public finality a still later broadcast. Second, holographic quantum error correction is offered as the sharpest worked model of the distinction, with exactly solvable tensor-network toy codes (exact within the model) kept distinct from realistic semiclassical holographic reconstruction beyond those limits (generally treated as approximate), and both from the further question of state-dependence. Third, code-recoverability does not by itself imply public finality: protected quantum information can be recoverable from authorized regions while remaining non-public. The framework relabels code structure as the architecture of recoverability and derives none of it, making no independent empirical prediction. Its disciplined thesis is that codes protect recovery; broadcasts create publicity—different architectures that a single physical history may nonetheless realize in sequence.
This work examines a specific premise in the black-hole information problem: the assertion that complete quantum evolution preserves arbitrary initial quantum distinctions through the full formation and evaporation of an actual four-dimensional black hole possessing a genuine event horizon. The paper does not argue that fundamental information destruction occurs. It does not reject unitary quantum mechanics or the substantial mathematical progress represented by holography, quantum error correction, entanglement islands, replica wormholes, Page-curve calculations, asymptotic observable algebras, or gravitational reconstruction. Instead, it asks what establishes that the scope of such results reaches the complete physical black-hole process for which global preservation is asserted. For a registered ordinary future-directed causal route from strictly inside a genuine event horizon to the stipulated exterior future, the event-horizon and Structural Flow translation premises imply that ordinary outward Cascade and same-route Authorization do not occur. This route result does not determine the global fate of quantum information. The restricted horizon-facing premises entail neither guaranteed global quantum-information preservation nor fundamental global information destruction. The complete physical fate therefore remains dependent on additional physics-owned premises. The work distinguishes global preservation from restricted exterior recoverability. A preservation claim must specify the physical target process, admitted quantum input family, governing dynamics, physically complete output system, relevant quantum-coherence burden, and applicability of the mathematical result to the actual gravitational regime being claimed. Recovery from Hawking radiation alone is not privileged as the only admissible proof route, and inability to recover information from a restricted radiation subsystem is not sufficient to establish fundamental loss. A public falsification and reopening protocol accompanies the paper. It separates model- and code-level advances, physical preservation or loss results, event-horizon domain-translation failures, and genuine foundational Structural Flow counterderivations. A black-hole-specific failure does not automatically reopen universal Structural Flow, the Universal Kernel, or the TOE. The release also includes a machine companion and a consolidated Lean formal append evaluated with the unchanged Structural_Flow_Universal_Kernel_v1.0.lean. The supplied Lean Web execution record reported all 68 expected theorem checkpoints from the integrated source with no compiler errors reported. The consolidated BH-EH source contains 69 theorem declarations. Machine closure is explicitly limited to the encoded conditional logical scope. The formal layer does not establish the existence of an actual event horizon, the physical validity of the Structural Flow translation, complete quantum-gravitational dynamics, or the global information fate of real black holes. This coordinated package contains the scientific anchor, public falsification/reopening protocol, machine companion, scoped BH-EH formal append, and frozen Universal Kernel.

The non-isometric holographic model of the black hole interior stands out as a potential resolution of the long-standing black hole information puzzle since it remedies the friction between the effective calculation and the microscopic description. In this study, combining the final-state projection model, the non-isometric model of black hole interior and Hayden-Preskill thought experiment, we investigate the information recovery from decoding Hawking radiation and demonstrate the emergence of the Page time in this setup. We incorporate the effective modes into the scrambling inside the horizon, which are usually disregarded in Hayden-Preskill protocols, and show that the Page time can be identified as the transition of information transmission channels from the EPR projection to the local projections. This offers a new perspective on the Page time. We compute the decoupling condition under which retrieving information is feasible and show that this model computes the black hole entropy consistent with the quantum extremal surface calculation. Assuming the full knowledge of the dynamics of the black hole interior, we show how Yoshida-Kitaev decoding strategy can be employed in the modified Hayden-Preskill protocol. Furthermore, we perform experimental tests of both probabilistic and Grover's search decoding strategies on the 7-qubit IBM quantum processors to validate our analytical findings and confirm the feasibility of retrieving information in the non-isometric model. This study would stimulate more interests to explore black hole information problem on the quantum processors.
