In physics and cosmology, the observer is usually treated as an external recorder. This paper proposes a repositioning: the observer is an endogenous agent throughwhich the universe reduces its own information-maintenance cost. An unobserveduniverse resides in a highly uncertain superposition state; maintaining this uncertainty requires physical resources that grow sharply as the space of possibilities expands. Decoherence and quantum measurement are essentially irreversibleinformation-compression operations: each definite observational outcome collapsesa multitude of possibilities into a single reality, thereby freeing occupied state spaceand lowering the overall cost of existence. Within this framework, the physicalfunction of the observer is to perform this costly information compression, whoseoperational limits are given by Landauer’s principle and the Bekenstein bound.Furthermore, three coevolutionary levels are identified: physical decoherence, cognitive pattern abstraction, and the formalization of scientific theories. Each levelimplements more efficient information compression on the foundation of the previous one. The mathematical comprehensibility of physical laws can be reinterpretedas the result of long-term coupling between cognitive compressors and physical compressors under the same boundary constraints. Testable corollaries are presented:any physical system capable of performing an “observation” must satisfy a minimum complexity threshold, and the energy consumption of a single measurementoperation obeys an unbreakable thermodynamic lower bound.

What is an observer? Quantum mechanics requires one for measurement but has never defined one. Statistical mechanics invokes one for entropy but has never specified what it is. Cosmology depends on one but cannot say where it stands. For a century, physics has treated the observer as a primitive — a black box whose internal structure is irrelevant to fundamental theory, whose defining features are left to philosophy, and whose necessary connection to the physical world remains unarticulated. This document provides the constitutional answer within the Energy-Efficiency Theory framework. An Observer is a constraint network subsystem that executes the detection → registration operation chain. Detection: basal differences in the environment (L2, free and inexhaustible) produce physical imprints on the Observer's detection interface through energy exchange — these imprints are Transient Events (CND v4.0: S₃ → S₂ → S₀), short-lived constraint excitations that dissipate if not registered. Registration: a physical imprint, upon satisfying five conditions (A(t) ≥ E_b^form, Γ(η) > 0, maintenance coupling probability P_maint > 0, template matching, and τ_reg < Δt), is bound by a constraint boundary and sustained by maintenance energy — becoming constraint-anchored information (L3, Information Ontology v3.4) = Being = Matter (Two Forms of Energy v3.4, P0.5). Each registration event costs at minimum A_EET = ħ/2 (Bifurcation Duality Theorem, CLOSED-in-EET). This definition is universal. It applies to a Geiger counter (detection = ionization → electron avalanche; registration = pulse counting into a register), to a thermometer (detection = thermal expansion → liquid column displacement; registration = scale marking), to a human scientist (detection = sensory transduction; registration = neural encoding), and to an AI inference engine (detection = sensor input; registration = memory storage). The Observer does not require an internal model. Internal modeling is the defining feature of the CCN subclass (Cognitive Constraint Networks v1.0: Observer + Internal Model). This single revision resolves the century-old impasse: instruments are Observers, measurement does not require consciousness, and the Heisenberg Cut is the Type I / Type II interface of the constraint network — not an arbitrary division between "quantum system" and "classical observer." Version 2.4 is a comprehensive constitutional upgrade. The core definition is re-anchored in Information Ontology v3.4 (constraint-anchored information = Being = Matter), Difference Ontology v3.3 (basal difference → constraint-anchored difference), and CND v4.0 (Transient Event → Formation). All physical operations are described using CND v4.0 five-operation grammar. The Π triple decomposition is physically re-anchored. A_EET = ħ/2 is registered as a CLOSED constitutional constant. The Five-Channel Complete Constraint Second Law provides the thermodynamic framework for Observer noise decomposition and degradation dynamics. Barrier Asymmetry is conditionalized: E_b^melt ≫ E_b^form emerges from Γ(η) decay at η ≠ 1; at η = 1, the Formation/Meltdown Energy Symmetry holds. Full companion ontology version synchronization through June 2026. All v2.3 constitutional content preserved. The document establishes the Observer as a general physical concept — as fundamental to the architecture of constraint networks as particles and fields are to the architecture of matter. Detection → registration is the irreducible atomic unit of observation. Every physical record in the universe, from the first ionization track in a cloud chamber to the last entry in a laboratory notebook, is a product of this operation chain. The Observer is not an external witness to physical reality. The Observer is a physical subsystem within it — a constraint network that selects, binds, and sustains specific patterns of the substrate as persistent Being. The Informational Observer proposes a unified informational framework in which perception, measurement, and experienced reality emerge from the compression and reconstruction processes performed by observers. Instead of treating reality as an external, fixed entity, the model defines reality as the intersection of informational invariants preserved across multiple independent observers. Each biological, artificial, or simulated observer applies a compression operator to the underlying informational field and reconstructs an internal model shaped by priors, limitations, and energetic constraints. This framework explains perceptual variability across species, hallucinations in artificial and biological systems, observer-dependent measurement, and stability of physical laws. The model integrates cognitive science, AI interpretability, quantum contextuality, and simulation theory into a single informational principle, expanding the author’s Informational State Dynamics (ISD) framework. It introduces a general mechanism capable of unifying cross-domain phenomena through informational transformations. This work introduces The Informational Observer, a theoretical framework describing perception, measurement, and reality as the result of informational transformations performed by observing systems. The observer is conceptualized not as a passive receiver of sensory input, but as a compression system that selectively reduces the informational field into internal representations and reconstructs coherent experiential states. The model formalizes this process through two operators: Cᵢ (Compression): reduction of the informational field Ψᵢ (Reconstruction): predictive reconstruction of the compressed state Reality is defined as the set of informational invariants found in the intersection of reconstructions produced by different observers: Reality = ⋂ Ψᵢ(Cᵢ(I₀)) This perspective unifies phenomena that traditionally belong to different scientific domains: perceptual variability (human, animal, artificial systems) hallucinations and confabulation sensory filtering and cognitive priors observer-dependent physics and measurement nested or simulated universes informational emergence of the “self” The Informational Observer extends the author’s Informational State Dynamics (ISD) model and provides a foundation for future research in AI interpretability, cognitive modeling, neuroscientific theory, and information-based physics.
Modern physics has achieved extraordinary predictive success, yet it continues to face unresolved conceptual tensions concerning the role of the observer, the nature of information, and the origin of physical structure. From quantum measurement to cosmology, the assumption of an observer-neutral reality increasingly appears insufficient to fully account for empirical phenomena and theoretical inconsistencies. This manifesto proposes an Informational Observer-Centered Framework, in which information is treated as a fundamental ontological substrate and observation as an active, structured process rather than a passive act of measurement. Within this perspective, physical systems, observers, and informational exchanges form a unified dynamics, where state reduction, decoherence, and emergent classicality arise from informational interactions and constraints. Rather than introducing a new closed theory, this manifesto establishes a conceptual foundation unifying several complementary models—including Informational State Dynamics, observer-dependent informational compression, and informational interpretations of quantum and cosmological phenomena—into a coherent research program. The framework is explicitly non-dogmatic, open to falsification, and intended as a guiding structure for further theoretical development and empirical testing. The aim of this document is not to replace existing physical theories, but to clarify their conceptual boundaries and propose an integrative lens through which unresolved problems in quantum foundations, cosmology, and cognitive systems may be systematically explored.
Abstract: Classical computationalism asserts that cognitive systems are functional state machines operating on observable physical data, implying that consciousness can, in principle, be cloned, simulated, or uploaded to digital hardware. Conversely, non-computable models of mind—most notably the Penrose-Hameroff Orchestrated Objective Reduction (Orch-OR) framework—argue that cognition requires non-algorithmic quantum gravitational mechanics, yet face persistent criticisms regarding thermal decoherence in biological environments. In this paper, I resolve this conflict by establishing a formal physical boundary between two distinct domains of reality: static Information and dynamic Context. Key Physical & Mathematical Deliverables: Information vs. Context Duality: Physical matter consists of static, readable structural configurations (Information) that are fully cloneable given adequate architectural specifications. In contrast, an executive observer represents an active, self-referential resource queue (Context) operating on dynamic state updates. Proof of Uncloneability (uΩ→0): Reading out or copying an active Context vector requires diverting 100% of localized processing bandwidth to the measurement channel (Ωload→1.0). This forces the residual processing bandwidth to zero (uΩ=1.0−Ωload=0), halting internal state transitions and terminating the observer node. The No-Cloning Theorem is unmasked not as a universal rule governing all physical geometry, but as a strict boundary safeguarding executive agents. Immunity to Thermal Decoherence: Executive cognition is anchored to resource allocation bandwidth (Ωload), which is governed top-down by metric state transition latency (uΩ). Because agency is maintained at the level of metric execution rather than fragile spatial particle alignment, executive cognition is structurally insulated against Tegmark's biological thermal decoherence objection (∼10−13 s). Wave-Function Collapse as Expression Compression (P^collapse): Wave-function collapse is re-defined as an information-theoretic rendering event—the physical compression map (P^collapse:Cdynamic→Istatic) projecting fluid, infinite internal Context into discrete, static external Information. Falsification of Mind-Uploading: Digitizing a brain captures only static Information (Istatic), while the act of extracting the active Context vector terminates the conscious observer, proving that digital mind-uploading produces functional simulations (philosophical zombies) rather than identity continuation.
The measurement problem in quantum mechanics and the embedding of observers in general relativity jointly point to the awkward position of the observer in physical theory: traditional theories place the observer outside the system, but in a self-contained universe, the observer must be internal to the physical world. This paper models the observer as a local subnet inside an emergent spacetime constraint network, whose internal constraint structure forms a compressed generative model of the external network state. The measurement event is reinterpreted as a non-equilibrium phase transition of the internal constraint conffguration when the constraint propagation between the observer subnet and the target subnet reaches a critical threshold, and wavefunction collapse is reduced to a sudden transition of a local subnet from a symmetric multi-basin state to a single-basin broken-symmetry state. Based on a formalisation of the microscopic dynamics of constraint networks, symmetry and conservation laws, and the emergence of an arrow of time, this framework uniffes the historical interpretation of decoherence with active inference in the free energy principle, and argues that a self-referential universe can contain a self-referential subnet, thereby making physical laws cognisable. Physics and cognitive science achieve a deep unity at the ontological level of constraint networks.
Abstract The quantum measurement problem remains a foundational challenge due to the lack of an operable physical definition of the "observer." This paper addresses this gap by modeling the observer as a discrete dynamical system with a quantifiable causal structure, characterized by three hierarchical dimensions: Differentiation Degree, Interaction Degree, and Global Integration Degree. From these, we define the Effective Integrated Information Degree (Φ) as a single metric for the system’s information-processing capability. Based on the unitary evolution of quantum mechanics, we derive a testable core relationship: the uncertainty probability P of a measurement outcome decays exponentially with \Phi , i.e., P \propto e^{-\alpha \Phi} . This provides a mechanistic explanation for wave function collapse rooted in the internal dynamics of the observer system. We further establish a universal Mass-Energy-Information Equivalence framework by integrating Einstein’s mass-energy equivalence with Landauer’s principle, proving a rigid conversion between \Phi and the equivalent mass of the system. This work represents a paradigm shift: it transforms the "observer" from a philosophical concept into a calculable, verifiable physical system, and opens an empirically tractable path toward unifying quantum mechanics with fundamental physics. Regardless of experimental outcomes, the model provides a rigorous foundation for resolving the quantum measurement problem and advancing our understanding of the universe’s fundamental laws.
