How does a physical system extract objective reality from a fluctuating environment, and whatdynamical conditions separate an “observer” from passive matter? While our companion paper (Pa-per I) demonstrated that the Born rule emerges at the critical diffusion point D = 1 of a Langevinsystem during quantum measurement, the present paper establishes that D = 1 is not merely aspecific operational state, but a universal constrained boundary attractor for any non-Markovianmacroscopic system minimizing structural inconsistency. We introduce an effective meta-potential¯V (D, α), defined as the expected geometric inconsistency across observational viewpoints. By defin-ing a microscopic coupling class based on a correlation-integrated thermodynamic force, we utilizeadiabatic elimination to derive the effective meta-flow of the diffusion coefficient. We demonstratethat, subject to explicit structural conditions, the deterministic projected meta-dynamics is forcedtoward a unique, globally stable boundary fixed point at D = 1, bounded by the quantum Cram´er-Rao inequality. This self-organization explicitly requires non-Markovian recurrence (α> 0) with amemory timescale exceeding environmental fluctuations. By parameterizing this epistemic capacityvia the observerhood index Ωobs (α), our framework provides a thermodynamic and functional con-dition for observation, acting as a temporal and epistemic complement to the ontological measureof spatial integration (Φ) proposed by Integrated Information Theory. We numerically verify thefunctional independence of these dimensions, confirming that spatial binding and temporal trackingconstitute distinct architectural and functional requirements for a fully realized conscious observer.

The measurement problem in quantum mechanics hinges on how a single classical outcome is prob-abilistically selected from a unitarily evolving quantum state. In this paper, we define the capacityto extract classical reality from quantum states as “Observerhood” and propose a framework thatreconstructs its dynamics as a dynamic phase transition on a statistical manifold. By introducing amacroscopic order parameter ϕ, we formulate the observer’s internal dynamics as a Langevin equa-tion on the Fisher information metric. Analytical results show that when the system operates at athermodynamic critical point (D = 1), the stationary distribution resulting from this spontaneoussymmetry breaking recovers the Born rule. We argue that D = 1 characterizes the optimal cate-gorical condition where the approximate natural transformation between physical state transitionsand semantic representational updates is minimized. This criticality is governed by a proposeddynamic self-consistency condition, tightly constrained by the asymptotic efficiency of exponentialfamily estimation and the Quantum Cram´er-Rao bound. Finally, we distinguish our framework fromstandard stochastic master equations, defining explicit falsification conditions based on macroscopicoutcome shifts under inefficient measurements and low-redundancy environments.
In our companion paper (Paper I), we demonstrated that the Born rule emerges as a stationarydistribution of the observer’s internal dynamics at the critical informational noise level D = 1.While Paper II established that D = 1 acts as a constrained boundary attractor for macroscopicsystems minimizing geometric inconsistency, a fundamental thermodynamic motivation for this spe-cific criticality remained elusive. In this paper, we show that D = 1 is the unique realization pointfor unity Landauer efficiency in the process of extracting classical information from quantum states. We define the efficiency η(D) as the ratio of extracted mutual information to the thermodynamiccost, proving that η(D) ≤1 holds universally, with equality achieved if and only if D = 1 in theQuantum Darwinism limit. We further derive a finite-size correction for the efficiency, showing thatdeviations from the Born rule manifest as excess heat dissipation scaling with the inverse squareroot of environmental redundancy. Although we attempt to connect this framework to the Thermo-dynamic Uncertainty Relation (TUR), we clarify the technical challenges in applying standard TURto gradient flow systems. Our results characterize the Born rule as the most thermodynamicallyefficient representation of quantum reality
This is the eleventh paper of a series that redescribes physical reality as a causally consistent history of information updates, and the second panel of its second triptych — observer, then probability and typicality, then epistemic trust — ordered by dependence. The tenth paper defined a record-bearing observer as an operationally individuated physical subsystem that acquires and integrates records, decodes them through an implemented internal channel, and lets the decoded content shape later processing. It defined that subject but did not say how to count or weigh it, and it handed forward five unresolved demands: plural individuation, the observer-grain problem, temporal segmentation, one-to-many lineage continuation, and the fact that a Boltzmann brain is not excluded from observerhood. This paper takes up the weighing. It does not propose the correct cosmological measure; it asks what must be specified before a sentence about typical observers or self-locating credence is even well posed. The contribution is a measure-specification problem, not a measure. Two theses organize the answer. First, the several things called “probability” — dynamical transition probability, the Born weight, empirical frequency, an observer selection measure, self-locating credence, and normative trust — are conceptually and type-theoretically distinct, and identifying any one numerical assignment with another requires an explicit theoretical or interpretive bridge rather than following automatically. Second, a third-personal typicality claim and a first-personal self-locating credence claim are specified separately, the former needing no self-location bridge. Formally, history is the base measure layer, weighted within a fixed decoherent-history framework; observer architectures, observation episodes, observer-moments, record-derived states, and lineages are within-history fiber types, weighted by a non-negative measure kernel concentrated on a type-specific eligible set. The base measure and the kernel are separately specified and independently motivated inputs whose factorization cannot be recovered from the final observer measure alone. Typicality is a reference-class conditional prevalence; self-locating credence requires a further bridge that reads a physical or selectional measure as first-person credence; a conditioning rule for a measure-zero conditioning event is distinguished from, and ordered before, the regularization prescription for an infinite measure; and causal provenance, veridicality, and channel reliability are kept apart, with provenance prevalence treated as a diagnostic, not a verdict. The account is positioned explicitly relative to the xerographic-distribution program of Hartle and Srednicki. The paper makes no independent empirical prediction; it derives neither quantum theory, the Born rule, nor a unique cosmological measure, and it offers no normative theory of trust. It supplies a typed specification, the minimal conditions under which a typicality statement carries meaning, and a hierarchical specification family over which the twelfth paper’s self-undermining-trust criterion can range.
Phase-Mediated Attractor Dynamics (PMAD) advances a Phase-First Ontology in which relative phase structure, rather than spatial adjacency, constitutes the fundamental organizing principle of physical reality. Contrary to prevailing entanglement-emergence programs associated with ER=EPR, PMAD argues that metric distance, spacetime geometry, and quantum probabilities are emergent coarse-grained projections of a deeper non-equilibrium phase manifold. The fundamental relational object is the long-time phase-overlap functional⟨ei(ϕi−ϕj)⟩T,from which effective geometry, correlation structure, and observer-accessible physical regularities arise. Grounded in four axioms—Phase Primacy, Attractor Determinism, Stability over Symmetry, and Ubiquitous Resonance—PMAD replaces static ontologies of objects embedded within spacetime with a driven many-body ontology organized by attractor stability. Physical proximity becomes derivative of phase synchronization, while apparent locality emerges from attractor-mediated propagation constraints. The framework further operationalizes Ontic Structural Realism by specifying the concrete dynamical relation underlying physical structure and resolves the observer ambiguity of Relational Quantum Mechanics by defining observers as embedded diagnostic probes stabilized within local attractor basins. Cross-scale applications spanning Floquet quantum hardware, solar plasma dynamics, coronal EUV variability, and astrophysical time-series analysis suggest that identical phase-organizing principles govern systems traditionally treated as ontologically distinct. The resulting picture is one in which spacetime is not the substrate of reality but an emergent bookkeeping device arising from stable phase-dynamical organization. Reality is reinterpreted not as matter occupying a pre-existing arena, but as a single driven relational process whose apparent geometry is the observable residue of attractor structure.
This preprint presents a complete and fully operator-theoretic resolution of the quantum measurement problem. Including collapse, the Born rule, the uniqueness of outcomes, and the irrelevance of observersm derived entirely from a universal structural principle called the lawhood identity. Rather than adding new physics, modifying the Schrödinger equation, introducing hidden variables, invoking many-worlds branching, or appealing to consciousness, this work shows that quantum measurement is a direct, unavoidable consequence of a general fixed-point law that applies to all stable physical systems. When instantiated for quantum mechanics, this law forces every genuine superposition to fail the criteria for being a physically lawful state. Collapse is not an extra postulate: it is structurally mandatory. Key results include: • The No-Superposition Theorem: All superpositions are proven to be structurally unlawful; they cannot survive the measurement map.• Mandatory Collapse: Collapse emerges automatically from the composition of three physical operators (boundary, decoherence, and closure), without modifying quantum dynamics.• Derivation of the Born Rule: The familiar probabilities arise uniquely from the internal consistency of the measurement operators. No additional assumptions, decision theory, or symmetry arguments are required.• Observer Independence: Awareness and measurement are formally separated. Collapse is a physical, observer-independent process; knowledge acquisition is epistemic, not causal.• Uniqueness of Outcomes: The framework proves that there is only one stable classical outcome for any initial quantum state, directly resolving the many-worlds branching issue.• Experimental Signatures: The formulation predicts measurable relationships involving entropy, decoherence rates, and effective dimensionality. This paper shows that the puzzles of quantum collapse, superposition, outcome selection, probability, and the apparent role of observers, are not mysteries requiring new interpretations. They are the natural consequences of a deeper structural principle that governs all lawful physical systems. Quantum mechanics, under this lens, becomes a specific case of a universal operator identity that determines which states can persist as stable reality. Readers will find a complete, logically self-contained argument, with theorems and proofs written in a way that does not rely on philosophical interpretation or speculative assumptions. The result is a clear and testable framework that resolves a problem that has persisted since the birth of quantum theory. This work is part of a broader research program developing the universal Tier-0 lawhood framework and the “Everything Equation,” which unifies stability, collapse, and fixed-point structure across physics, computation, thermodynamics, and information. Relation to Tier-1 dynamical formulation: This work develops a law-level (structural) resolution of quantum measurement. A complementary Tier-1 dynamical realization of these structural principles, formulated entirely within a constrained operator framework and independent of law-level recursion language, is developed in: J. Rodgers, Saturation Geometry and the Structural Emergence of Measurement and the Born Rule in a Capacity-Constrained Dirac–Λ System, Zenodo (2026).https://doi.org/10.5281/zenodo.18704783 The Tier-1 formulation may be read independently and provides a concrete operator-theoretic instantiation of the structural mechanisms discussed here.
