This paper introduces a constraint-first framework for physical law based on a single structural requirement: that distinctions and correlations be enforceable without contradiction under finite capacity. Rather than proposing new dynamics, entities, or microscopic mechanisms, the work reframes foundational questions in physics by asking a prior question—under what conditions is physical description itself possible? Central to the framework is the recognition that correlation enforcement cannot be unlimited. From this finiteness follows a notion of admissibility, separating correlation structures that can be jointly realized from those that are structurally incoherent, independent of probability or dynamics. Geometry, time, entropy, and global state descriptions are treated not as universal primitives, but as regime-dependent representations that emerge when enforcement constraints can be smoothly distributed—and fail when they cannot. Within this perspective, long-standing foundational puzzles—such as the arrow of time, entropy bounds, horizon paradoxes, and the breakdown of global descriptions—are reinterpreted as signals of regime mismatch rather than failures of physical law. Apparent paradoxes arise when descriptive tools are extrapolated beyond the regimes in which their enforcement is possible. The paper is deliberately pre-dynamical. It does not modify quantum mechanics or general relativity, nor does it derive specific equations or predictions. Its contribution is structural: to articulate the minimal conditions that any coherent physical description must satisfy, and to clarify why familiar physical structures appear where they do, persist where they can, and fail where they must. This work serves as the conceptual foundation for a companion technical paper that formalizes admissibility and finite correlation capacity as a calculus. Together, the papers aim to delineate the boundary between meaningful physical description and questions that cannot be consistently posed. About the series. Description This paper develops a formal calculus of admissible correlation, providing the technical backbone for a constraint-first approach to physical description. Building on a conceptual framework in which enforceability and finite correlation capacity are taken as primitive structural requirements, the present work makes these notions explicit, operational, and compositional. Correlations are treated as primitive relational constraints enforced across interfaces endowed with finite capacity. Admissibility is defined as joint enforceability under these capacity limits and is shown to be inherently non-closed under composition. Correlation capacity is formalized as a finite, interface-localized resource whose saturation and redistribution determine which correlation sets can coherently exist. This yields a precise, pre-dynamical criterion for physical feasibility that precedes probability, stability, and dynamical law. Within this calculus, regime transitions arise when admissible correlation sets change due to capacity reallocation rather than dynamical evolution. The ordered loss of descriptive structures—global states, subsystem factorization, metric geometry, and time itself—is characterized as a consequence of finite enforceability rather than as a breakdown of physical law. Geometry emerges as an efficient representation of coordination cost where capacity gradients are smooth, while entropy is identified with interface capacity governing record formation and exclusion. The calculus introduces no new dynamics, modifies no existing physical theories, and commits to no microscopic ontology. Its role is structural: to delineate the kinematic envelope within which any coherent physical dynamics must operate. Quantum mechanics and general relativity are shown to function as admissibility-preserving frameworks within the regimes where their descriptive assumptions remain enforceable. This work is intended to stand alone as a technical contribution while serving, together with its companion foundational paper, to clarify the limits of physical description and the conditions under which familiar physical structures emerge, persist, and fail. Physical law is usually formulated as a set of dynamical rules acting on states within a fixed space of possibilities. This work argues that a more primitive constraint precedes dynamics: the restriction on which correlations and distinctions may meaningfully exist at all. The paper introduces the Admissibility–Entropy Structure (AES), a pre-geometric framework that cleanly separates admissibility (what correlations are possible) from entropy (finite correlation capacity) and probability (conditional statistical description). Within AES, entropy measures correlation capacity rather than likelihood, probability is defined only where multiple admissible alternatives coexist, and realizable correlation between regions is bounded by the minimal separating interface. Spacetime geometry, locality, and causal structure are shown to arise as effective representations of these constraints, rather than as fundamental ingredients. No new dynamics, entities, or probabilistic postulates are introduced. The framework yields sharp and non-negotiable discriminators: probability without entropy, geometry without capacity, and unlimited correlation are forbidden in principle. By isolating the invariant constraints that underwrite meaningful physical description, this work provides a minimal foundation for thermodynamics, quantum theory, and spacetime structure, clarifying their conceptual order without modifying established physical laws. Across the foundations of modern physics, a recurring pattern of breakdowns appears: global state descriptions fail at horizons, singularities invalidate geometric extrapolation, quantum measurement resists dynamical closure, irreversibility persists despite time-reversal invariant laws, and cosmology relies on finely tuned initial conditions. These failures are typically treated as distinct problems, each motivating new mechanisms or interpretations. This paper advances a single, unifying diagnosis: global physical description fails whenever it demands the simultaneous enforcement of more distinctions than a finite system can support. The breakdowns of geometry, probability, reversibility, and global state assignment are not dynamical anomalies, but structural consequences of finite correlation capacity and the non-closure of jointly enforceable distinctions. This perspective resonates with earlier insights from systems theory and cybernetics. Ashby’s Law of Requisite Variety formalized the impossibility of global control without sufficient internal capacity, while related results across systems theory emphasize that coordination limits, not dynamics, set the boundary of coherent description. This paper argues that physics is subject to the same structural constraint: distinctions are physically meaningful only insofar as they can be jointly enforced under finite resources. The diagnosis also sharpens themes articulated by David Bohm concerning non-separability and the limits of global description. Rather than invoking hidden variables or epistemic restriction, we identify the missing structural element as finite enforceability. Physical meaning attaches not to isolated distinctions, but to sets of distinctions that can coexist without violating global consistency. Paper 52 introduces no new dynamics, fields, or ontologies. Its role is diagnostic and pre-dynamical. It makes explicit a constraint already respected wherever physical description succeeds, and violated precisely where it fails. By locating foundational breakdowns in enforceability rather than dynamics, this paper establishes the starting point for Admissibility Physics, with subsequent work developing the constructive consequences for geometry, entropy, irreversibility, and time. This paper tells the quantum-mechanical account of Admissibility Physics in one place, from the first declared fact to the last committed record. From a single finite-capacity axiom (A1) plus one declared occupancy fact, the story runs through the Δ calculus that prices jointness (Δ = ε(J − R), derived, with two fences: Δ is not an information functional, and Δ > 0 is not a quantum criterion); the separable / irreducibly-joint fork, decided by an exact Boole-polytope feasibility test; the Boolean-defender bridge that forces noncommutativity where the global Boolean section fails; the gate pipeline that earns complex Hilbert space and the finite Born trace rule as endpoint theorems rather than postulates; the correlation ladder from product states to Tsirelson, with a native family ceiling 2√2·102/103 carried at honest reading grade with a live falsifier; resolution as a class transition, with the free/spend/permanent triad proved as a composition of banked theorems and measurement, decoherence, the Page curve, and the Diósi–Penrose scale as four worked instances of one mechanism; and the arrow of time as the one-way ratchet of the admissibility floor — confinement, the second law, and the quantum as one axis read at graded strengths. Every load-bearing step is anchored to a named, machine-verified check function in the APF theorem bank; the grade of each step is stated where the step is made; and everything the story does not claim is stated in one place. The Technical Supplement (deposited alongside and linked from this record) is self-contained for this paper: every definition, proof, and grade the story rests on, in one document, with a worked end-to-end instance and a reproducibility appendix pinning the theorem bank to a public repository and an archived release. About the series. Admissibility Physics is a structural realist reconstruction program built on a single commitment: any bounded region of the world can hold only finitely many distinctions. A principle of least enforcement cost then selects, among all the ways those distinctions might be arranged, the configurations a finite world can sustain. From this the content of physics is reconstructed rather than postulated: the Standard Model's gauge group and matter content, the Hilbert-space and Born-rule architecture of quantum mechanics, the geometry and field equations of general relativity, the four laws of thermodynamics, and the large-scale budget of cosmology emerge as different readings of one finite-capacity ledger. The unification is quantitative as well as conceptual: the framework's dimensionless constants appear not as free parameters but as counts read off that ledger — among them the dark-energy fraction ΩΛ = 42/61 and the weak mixing angle sin2θW = 3/13 — fixed, in the strongest cases, to within current measurement. The core derivation runs Papers 0–11; the extension papers carry the individual sectors. Each paper's main text and Technical Supplement is deposited separately; every quantitative claim traces to a named, executable check in the public theorem bank (over 3,800 bank-registered theorems, 48 quantitative predictions); and each result is carried at an explicit, graded level of confidence — from analytically forced to structurally grounded — with the measurements that would refute it named. Admissibility Physics is offered as a candidate, not a finished theory. If the program holds, the laws of physics could not have been otherwise: they are what a finite world permits. Foundational problems in physics—including quantum measurement, spacetime emergence, gravitational dynamics, nonlocality, the arrow of time, and the status of physical existence—are typically addressed in isolation, via model-dependent extensions or interpretive assumptions. This work proposes a different approach. We introduce a constraint-based framework, the Closure Admissibility Principle (CAP), which specifies minimal structural conditions any physical description must satisfy in order to be globally consistent. CAP is formulated in operational terms, using admissibility of states, recoverability under refinement, and stability of closed records, without assuming spacetime, dynamics, or ontology a priori. We show that enforcing these constraints induces a unifying closure structure on law-space, from which several persistent foundational puzzles are resolved as structural consequences rather than postulates. In particular, collapse is reclassified as record selection, spacetime and gravity emerge only in compressible regimes, General Relativity appears as an infrared universality class rather than a fundamental law, singularities correspond to failures of admissible description, and null (“nothing”) models are excluded as inadmissible fixed points. The framework is explicitly falsifiable via operational and weak-field tests, and its scope and limits are stated precisely. The results suggest that many foundational paradoxes arise not from incomplete dynamics, but from admitting globally incoherent physical descriptions.
Admissibility Physics assigns the vacuum 42 of the universe's 61 units of structural capacity, and it locks them globally: the vacuum block of the interface partition is recoverable only from the whole and invisible to every part. This paper asks the operational question that assignment raises. What can content held that way be — and who can read it? The answer is a trichotomy plus a wall, each carried by an explicit construction or an elementary no-go on the framework's own banked skeleton. Locking is realizable: a 42-valued label carried in relative phases across all 61 capacity channels has one fixed reduced state on every proper subset — interior operators can write it but never read it — while a single global measurement resolves it perfectly. At subspace (pure-isometric) form the locked content must be classical. At mixed form coherence fits, and fits exactly: a perfect ((61,61)) mixed threshold scheme carries a coherent 42-dimensional secret with every share dimension exactly 42, zero slack — dimension does not force classicality. The wall: any recovery that factors through the classical record of the banked horizon registration is entanglement-breaking, capped at Fe ≤ 1/42, the classical-guess level. Which grade nature's vacuum uses, if either, is an identification reading plus one adoption ruling, and we leave both open, on purpose. No observable moves: ΩΛ = 42/61, the de Sitter entropy, and the vacuum-reading Hubble fork are count-level statements and are untouched. Code. All five results are bank-registered at [P_structural_instrument] in apf/vacuum_label_code.py. Reproduce from the public engine. About the series. Admissibility Physics derives the Standard Model gauge group, fermion content, quantum formalism, Lorentzian spacetime, the Einstein field equations, the cosmological constant, and the neutrino, strong-CP, and dark sectors from a single assumption — that enforcement is finite at every causally connected region — with zero free parameters. The core derivation runs Papers 0–11; the extension papers carry the individual sectors. Each paper's main text and Technical Supplement is deposited separately, and every quantitative claim traces to a named, executable check in the public theorem bank (over 3,800 bank-registered theorems across roughly 450 modules, 48 quantitative predictions).
