The Observer Imperative: $\alpha=1/137$ as the Coupling Strength of the Participatory Universe — Why Consciousness is the Functional Requirement for Physical Reality

KUMI OOZAIKE

Building on John Archibald Wheeler's "participatory universe" and the Integrated Consciousness Studies (ICS) framework, this paper proposes that the fine structure constant ($\alpha \approx 1/137$) is the fundamental parameter governing the interface between consciousness and the electromagnetic field. We argue that the universe is not an observer-independent machine, but a self-actualizing system that requires conscious observation to transition from quantum potentiality to classical reality. This "Observer Imperative" explains the fine-tuning of physical constants: $\alpha$ is precisely tuned to the value that allows consciousness to interact with and sustain a stable material world. This framework suggests that human agency is not an accident of evolution, but a constitutional necessity for the existence of the cosmos itself. The Observer Imperative: α=1/137\alpha=1/137α=1/137 as the Coupling Strength of the Participatory Universe — Why Consciousness is the Functional Requirement for Physical Reality
Building on John Archibald Wheeler's "participatory universe" and the Integrated Consciousness Studies (ICS) framework, this paper proposes that the fine structure constant (α≈1/137\alpha \approx 1/137α≈1/137) is the fundamental parameter governing the interface between consciousness and the electromagnetic field. We argue that the universe is not an observer-independent machine, but a self-actualizing system that requires conscious observation to transition from quantum potentiality to classical reality. This "Observer Imperative" explains the fine-tuning of physical constants: α\alphaα is precisely tuned to the value that allows consciousness to interact with and sustain a stable material world. This framework suggests that human agency is not an accident of evolution, but a constitutional necessity for the existence of the cosmos itself.
