The Observer Imperative: $\alpha=1/137$ as the Coupling Strength of the Participatory Universe — Why Consciousness is the Functional Requirement for Physical Reality
Building on John Archibald Wheeler's "participatory universe" and the Integrated Consciousness Studies (ICS) framework, this paper proposes that the fine structure constant ($\alpha \approx 1/137$) is the fundamental parameter governing the interface between consciousness and the electromagnetic field. We argue that the universe is not an observer-independent machine, but a self-actualizing system that requires conscious observation to transition from quantum potentiality to classical reality. This "Observer Imperative" explains the fine-tuning of physical constants: $\alpha$ is precisely tuned to the value that allows consciousness to interact with and sustain a stable material world. This framework suggests that human agency is not an accident of evolution, but a constitutional necessity for the existence of the cosmos itself. The Observer Imperative: α=1/137 as the Coupling Strength of the Participatory Universe — Why Consciousness is the Functional Requirement for Physical Reality

The fine structure constant (α≈1/137) governs the strength of electromagnetic interaction and is fundamental to the existence of atoms, chemistry, and life. Despite its central importance, no theoretical derivation for its specific value exists in standard physics. This paper proposes a novel hypothesis grounded in the Integrated Consciousness Studies (ICS) framework: that α is not an arbitrary physical constant, but a fundamental "coupling constant" between consciousness and the electromagnetic field. Building on the Matter-to-Information Conversion (MIC) and Directed Decoherence models, we argue that 1/137 represents the precise informational threshold required for consciousness to "collapse" into stable material reality. This perspective reinterprets the fine-tuning of the universe as a functional requirement for conscious agency. This paper proposes that setting a transcendent goal is not merely a psychological strategy but a quantum-level observational act that collapses future probability states into a specific trajectory of actualization. Drawing on John Wheeler’s participatory universe thesis and the Integrated Consciousness Studies (ICS) framework, we argue that "Prior Intention" (先決) constitutes physical reality across three scales: the individual (generating new cognitive paths), the collective (altering communal possibility), and the cosmic (potentially maintaining the constancy of physical laws). By analyzing the high observational horizons of pre-modern societies, particularly pre-war Japanese culture, we demonstrate how "Deciding First" generates a coherence that reorganizes the material environment. This concludes that the act of commitment is the fundamental mechanism of reality creation. This article presents a basic concept for a comprehensive, unified theoretical framework for the mechanism of consciousness by synthesizing four cornerstone advances in quantum foundations and information physics: John Archibald Wheeler’s participatory universe and “It from Bit” paradigm [1], Quantum Bayesianism (QBism) with its participatory realism [2], Melvin Vopson’s Infodynamics (encompassing the mass-energy-information equivalence principle and the second law of infodynamics) [3,4], and Wojciech Zurek’s decoherence theory together with Quantum Darwinism, which accounts for the “loss of quantumness” and the emergence of classical objectivity [5,6]. In contrast to objective-collapse models such as Penrose and Hameroff’s Orchestrated Objective Reduction (Orch-OR) [7], we propose that consciousness is not a secondary emergent phenomenon arising from physical processes within an already-objective spacetime but the „primary participatory agent” that actively extracts and renders the classical, observable, and subjectively experienced reality - including particles, mass, energy, frequency, and spacetime geometry itself - from a deeper, pre-spacetime, purely informational substrate we denote as Φ. A mathematically consistent model is constructed in which consciousness functions as an information-optimizing, self-referential agent within Φ. Quantum states are interpreted as an agent’s subjective Bayesian probabilities (QBism); information entropy is dynamically minimized according to the second law of infodynamics; environmental interactions select robust pointer states through redundant copying (Quantum Darwinism); and participatory measurements actualize definite “its” (Wheeler) from underlying “bits.” The Einstein–Planck–de Broglie equivalence E = mc² = hf, which implies that every massive particle possesses an internal “metronome” ticking at the Compton frequency f ≈ mc²/h, appears only as a stabilized, experienced feature „after” this participatory extraction process. The framework preserves all empirical successes of quantum mechanics while naturally accommodating a simulation-like virtuality of macroscopic reality. We derive explicit mathematical relations, testable predictions, a detailed comparison with Orch-OR, followed by an extensive discussion of potential criticisms, and - crucially - a new extension exploring how the same mechanism may enable the emergence of consciousness in advanced artificial intelligence systems, particularly agentic large language models (LLMs). The result is a physically operational, information-theoretic vision of consciousness as the co-creator of the observable cosmos.
This book proposes the first coherent, unified account of existence: the Two-Phase Cosmology. Phase 1 is a timeless field of infinite possibility (quantum reality), and Phase 2 is the dynamically unfolding world of embodied actuality (classical-relativistic reality). In this model, consciousness is not an accidental byproduct of matter, nor the whole of being, but the phase transition itself: the process through which a single best-possible world is selected from the physically available futures (or histories). The collapse of the quantum wavefunction is the same process. This framework resolves thirty of the deepest problems in science and philosophy, including the riddle of free will, the nature of time, the evolution of consciousness, and the role of the observer in quantum mechanics. It also offers an integrated, elegant, parsimonious resolution of almost every anomaly that troubles modern cosmology, including the fine-tuning and preferred basis problems, the Hubble and S8 tensions, the cosmological constant problem, the identity of Dark Matter, the mystery of Dark Energy, the failure to quantise gravity, and the Fermi paradox. The result is a coherent vision of a participatory cosmos in which value and meaning shape the unfolding of reality. It is not physicalism, not dualism, not idealism, and not panpsychism, but a quantum neutral monism, closest historically to the work of Kant, Whitehead, James, Bergson, Pauli and Wheeler, and more recently Roger Penrose, Thomas Nagel, Iain McGilchrist and Donald Hoffman, though its roots go all the way back to Anaximander and Pythagoras. The Sacred Structure of Reality invites us to rebuild the foundations of Western thought.
This paper introduces The Informative State (THIS) as the bridge between observer and system. This framework is designed to address the fundamental problem of how classical reality emerges from quantum mechanics. We propose that the physically irreducible coupling between an observer and a system, quantified by quantum mutual information across time, forms the bridge that explains the emergence of objective facts from subjective interactions. The participatory universe theory, also known as “It from Bit” and particularly associated with physicist John Wheeler, posits that acts of observation influence what is seen as real, suggesting that the universe remains indeterminate when there is no observer. Hugh Everett’s many-worlds interpretation offers an alternative by stating that the observer is always part of the system, regardless of the nature of the observer; any entity that observes can fulfill this function. The THIS framework is introduced to represent the relationship between an observer and the observed in information extraction. The combined quantum state of the observer and the observed at any given time ensures that the observer actively contributes to the way classical information is acquired. The observed does not calculate the observation, the observer calculates what can be observed from an abstract separation between observer and observed. Wheeler assumes a constitutive role of observation in the production of reality, while our framework focuses on the active, ongoing, and quantifiable coupling between observer and system, where the observer’s informational boundaries determine what aspects of reality can be accessed. A property of a system becomes a ’fact’ for an observer when the correlation between the system’s state and the observer’s record is nearly perfect. We propose measurable criteria for THIS and outline a verification program using memory-update protocols and controlled decoherence. The paper presents an epistemological view on ontology and as such also discusses the possibilities of artificial intelligence to transcend human cognitive limits.
WUIC (Wake Induced by Collapse) proposes that the universe is not mechanistic but participatory, where the observer's consciousness is fundamental to the collapse of quantum states and the emergence of reality. This framework unifies quantum mechanics, information theory, and cosmology by positing that existence itself is the result of a universal self-observation process. The paper introduces the Alpha Code as the foundational informational structure from which space, time, and matter arise through quantum informational processes.
