Abstract

English Abstract This technical specification and position paper defines the architectural framework, cryptographic primitives, and implementation roadmap for Decentralized Autonomous Sensing (DAS) systems operating within quantum-threatened environments. As quantum computing advances toward fault-tolerant regimes, classical cryptographic protocols ensuring the integrity of distributed physical sensing and critical cyber-physical infrastructure face systemic vulnerabilities. This paper introduces a unified tripartite defense architecture integrating Post-Quantum Cryptography (PQC), Quantum Key Distribution (QKD), and advanced AI inference models via the Dynamic Real-Time Optimization Engine (DRT-O-E). We outline a deterministic 2026–2030 implementation roadmap, progressing from Proof-of-Concept (PoC) integration of multimodal telemetry processing to self-evolving Quantum Smart Contracts (QSC) verified via formal methods, culminating in a global, physical-layer deterministic interlock network. Standardized cryptographic formulations, hardware-enforced root-of-trust mechanisms, and open governance protocols are detailed to establish a resilient, nation-state-grade defense matrix for critical infrastructure.

Autonomous Decentralized Optimization of Critical Environmental Infrastructure via Room-Temperature Dissipative Quantum Technologies and Post-Quantum Cryptography (PQC): Theoretical Foundations and Societal Implementation of the Super RTO Architecture

Yoko(洋子) Hasebe(長谷部)

Contemporary quantum computing and frontier artificial intelligence (AI) infrastructures spearheaded by hyperscale technology conglomerates face a profound thermodynamic self-contradiction: reliance on extreme cryogenic dilution refrigeration (0.010–0.015 K) entails massive parasitic electrical power consumption, Helium-3 (3He) isotope depletion, and severe occupational and ecological externalities. Attempting to optimize planetary environmental systems using centralized infrastructures that impose unsustainable thermodynamic burdens constitutes an irreconcilable structural paradox. In this monograph, we formulate and formalize Super RTO (Super Real-Time Optimization / RTO P2.0), a comprehensive autonomous decentralized architecture engineered to resolve both the thermodynamic bottleneck of cryogenic quantum hardware and the combinatorial explosion of classical Real-Time Optimization (RTO). The Super RTO stack integrates three foundational layers: (1) a Physical & Device Layer grounded in room-temperature dissipative quantum mechanics—harnessing Environment-Assisted Quantum Transport (ENAQT), Frohlich condensation in Non-Equilibrium Steady States (NESS), and Lindblad dissipative dark-state engineering across room-temperature topological insulators, diamond Nitrogen-Vacancy (NV) centers, and superradiant Dicke quantum batteries; (2) a Mathematical & Optimization Algorithm Layer combining Variational Quantum Algorithms (VQA), continuous Sobolev space (H^s) weak-form evaluation (eliminating discrete sampling fencepost errors), deterministic verification over the 64-bit Goldilocks prime field (F_p, p = 2^64 - 2^32 + 1) via QFS-zkVM, and autonomous phase synchronization via the Quantum Kuramoto and van der Pol oscillator models; and (3) a Security & Governance Layer enforcing irreversible edge sensor root proofs via NIST FIPS 204 (ML-DSA) lattice signatures, Zero-Trust Key Management Infrastructure (ZT-KMI, DOJ 728985-XMN), PHOENIX_BRIDGE / PHOENIX_ROUTER deterministic hardware interlocks, and Human-in-Command (HIC) fiduciary governance. Finally, we present a concrete societal implementation model targeting a 100% renewable Distributed Energy Resource (DER) community microgrid in Iwakuni, Yamaguchi Prefecture, Japan, demonstrating sub-cycle frequency/voltage stabilization within < 0.01 s, a 25%–38% reduction in transmission Joule heating losses, and cryptographically verifiable peer-to-peer (P2P) electricity settlement as a blueprint for Global Public Infrastructure (GPI). Integrated Architecture of Physical-Layer Governance and Quantum Real-Time Optimization (RTO): Deterministic Failure Containment of Probabilistic AI, Adaptive Phonon Gate Control, and Hardware-Enforced Safety Interlocks

Yoko Hasebe

【English Abstract】 Frontier artificial intelligence models governed by continuous gradient-descent optimization and probabilistic multi-layer neural architectures exhibit unavoidable failure modes: non-deterministic latency spikes, alignment drift, reward hacking, and vulnerability to prompt injection or model hallucination. In mission-critical cyber-physical systems—spanning power grids, autonomous mobility, industrial hydraulics, and quantum computing infrastructure—software-level alignment and post-hoc output filtering inherently fail to guarantee safety bounds. This treatise formalizes a unified paradigm bridging Physical-Layer Governance with Quantum Real-Time Optimization (RTO). We establish a deterministic gating stack operating outside and above the probabilistic AI inference loop. First, we formulate the mathematical foundation of Quantum RTO based on Ising Hamiltonian energy minimization: $$H = H_q + H_{ph} + H_{int} + H_{adapt}(t)$$ which bypasses the combinatorial complexity and high latency of classical gradient descent, providing sub-millisecond global optimal state selection. Second, we integrate Adaptive Phonon Gates and high-dimensional Tensor Filtering utilizing projection operators $\mathcal{P}_\Omega$ and dynamic singular value decomposition (SVD) truncation, maintaining latency strictly under 0.5 ms while suppressing multi-axis environmental perturbations. Third, we establish the physical-layer deterministic hardware interlock (Q-SAFA v2) capable of physical power-rail and actuation decoupling within sub-microsecond bounds upon constraint violation, verified via hardware Root of Trust (RoT) and zero-knowledge proofs. Finally, we map this deterministic telemetry to corporate oversight frameworks under Delaware General Corporation Law Caremark doctrines, proving that the intentional suppression of physical-layer interlocks constitutes unindemnifiable fiduciary breach ("Thoughtless Disregard").

Technical White Paper: Super RTO Architecture for Resilient Infrastructure & AI Governance

Yoko Hasebe

Iwakuni, Yamaguchi, September 2026 Critical cyber-physical infrastructure—encompassing electrical distribution grids, high-voltage transmission networks, distributed energy resources (DERs), municipal water systems, and transportation networks—faces an existential cyber-physical trilemma:1. **Cognitive Brittleness of Frontier Neural Models:** Structural failures of behavioral alignment protocols (manifested in persistent sleeper agents and safety vector abliteration), rendering software-level safety constraints inherently untrustworthy.2. **Combinatorial Explosion of Classical Optimization:** Mathematical intractability of high-dimensional non-linear mixed-integer optimal power flow (AC-OPF) algorithms under steep renewable intermittency and millisecond latency constraints (<10 ms).3. **The Cryogenic Hardware Bottleneck:** Physical impossibility of deploying fault-tolerant quantum processors at edge control nodes due to the extreme thermodynamic footprint and maintenance burdens of millikelvin dilution refrigeration (0.015 K). This white paper establishes the theoretical foundation and engineering architecture of **Super RTO (Super Real-Time Optimization) Version 2.0**, authored by Yoko Hasebe. Super RTO reconciles autonomous AI inference with physical reality through a deterministic, four-layer defense-in-depth framework: - **Layer I (Physical & Device Layer):** Employs room-temperature dissipative quantum dynamics modeled via the Gorini-Kossakowski-Sudarshan-Lindblad (GKSL) master equation for Environment-Assisted Quantum Transport (ENAQT) and Non-Condon exciton-phonon coupling. Non-Equilibrium Steady State (NESS) Fröhlich condensation provides an autonomous, GPS-independent timing reference, while solid-state Dicke quantum batteries leverage superradiant collective charging (\(P_{\text{quant}} \propto N^2\)) for ultrafast sub-cycle reactive power buffering. Emergency safety is decoupled from software by a discrete sub-100ns (50–80ns target, 62.4ns validated) analog comparator hardware kill-switch directly interfaced to GaN/SiC inverter gate drivers.- **Layer II (Mathematical & Optimization Layer):** Formulates Optimal Power Flow into continuous Sobolev Hilbert spaces (\(H^s\), \(H^1\) weak variational formulation), eliminating discrete boundary fencepost errors and NP-hard switching combinatorial explosion via Lax-Milgram coercivity. Mitigates barren plateaus in Variational Quantum Algorithms (VQA) using Sobolev convex warm-starts and local observables, and deploys the Quantum Kuramoto model for autonomous decentralized phase synchronization across inverter swarms.- **Layer III (Security & Verification Layer):** Addresses Mosca’s Theorem ($X + Y > Z$) and Harvest Now, Decrypt Later (HNDL) exposure via an asynchronous dual-signature architecture deploying NIST FIPS 204 (ML-DSA-87) over module lattices. Edge inference compliance is enforced by zero-knowledge virtual machine (zkVM/zkML) succinct proofs (~320 bytes, <12ms verification time) that formally prove execution within certified safety envelopes without disclosing model weights or telemetry.- **Layer IV (Legal Governance & Corporate Fiduciary Duties):** Operationalizes Delaware Supreme Court jurisprudence (*In re Caremark* and *Marchand v. Barnhill*) mandating board-level mission-critical oversight. Establishes the judicial inadmissibility of the "black box" algorithmic exculpation defense (conscious disregard / bad faith under 8 Del. C. § 102(b)(7)), and introduces Basel III-style Risk-Weighted Capital Reserves for autonomous infrastructure operators. Empirical targets are validated against the **Iwakuni Regional Microgrid Reference Framework** (Iwakuni, Yamaguchi, Japan), integrating distributed photovoltaics, community biomass, battery energy storage systems (BESS), and Level 4 autonomous transit. Telemetry benchmarks demonstrate a 25% to 38% reduction in transmission Joule heating losses (\(I^2R\)) and 106.4% regional energy self-sufficiency. ### KeywordsReal-Time Optimization (RTO); Power Grid Resilience; Dissipative Quantum Mechanics; ENAQT; Analog Hardware Kill-Switch; Sobolev Spaces; Quantum Kuramoto Model; Post-Quantum Cryptography; NIST FIPS 204 (ML-DSA); zkVM; zkML; Caremark Standard; Marchand v. Fault-Tolerant Distributed Quantum Intelligence with Photonic Circuit Emulation and AI-Augmented Control for Autonomous Cyber-Physical Networks

Murali Krishna Pasupuleti

Abstract: Autonomous cyber-physical networks increasingly combine distributed sensing, edge intelligence, networked control, and safety-critical actuation, yet their reliability is constrained by correlated cyber faults, communication loss, model drift, hardware degradation, and the fragility of emerging quantum resources. This paper develops a fault-tolerant distributed quantum-intelligence architecture that couples photonic circuit emulation, quantum error-aware computation, AI-augmented control, distributed consensus, and deterministic safety fallback. The purpose is to formalize how heterogeneous quantum, photonic, AI, and control subsystems can jointly preserve mission-level stability when individual components fail or become uncertain. The study adopts a model-based systems methodology, synthesizes the supplied literature on fault-tolerant photonic quantum computing, distributed autonomous control, cyber-physical resilience, AI-native edge systems, and quantum-assisted optimization, and formulates a multi-layer state-space and reliability model. A composite Fault-Tolerant Quantum Intelligence Resilience Index (FTQIRI) integrates quantum reliability, photonic emulation fidelity, AI robustness, network resilience, closed-loop stability, and cyber assurance. An illustrative 0–10 numerical model yields an integrated score of 8.49 for the proposed architecture versus 6.34 for a conventional hybrid baseline, indicating the expected value of cross-layer redundancy and adaptive orchestration rather than empirical superiority. The paper further specifies an invention-oriented architecture, independent system and method claim drafts, and dependent claim concepts around digital-twin emulation, syndrome-informed control, consensus-based failover, cryptographic verification, and safety envelopes. The principal contribution is a unified mathematical and engineering framework that treats quantum fault tolerance and cyber-physical fault tolerance as coupled control problems, thereby connecting photonic quantum hardware, distributed intelligence, and autonomous network safety within one verifiable decision loop. Keywords: fault-tolerant quantum computing; distributed quantum intelligence; photonic circuit emulation; autonomous cyber-physical systems; AI-augmented control; quantum error correction; resilient edge intelligence; distributed consensus; safe reinforcement learning; digital twin; quantum–classical co-design; cyber resilience; multi-agent control; reliability optimization; verifiable AI

Quantum-Safe Network Security: Advances in Quantum Cryptography and Systems Integration

Murali Krishna Pasupuleti

Abstract: This study advances a unifying systems perspective on quantum-safe network security by synthesizing recent progress in quantum cryptography with practical integration patterns across carrier-grade infrastructures. Concept analysis distinguishes the roles of quantum key distribution (QKD), device-independent variants, quantum authentication, and post-quantum cryptography (PQC) within zero-trust architectures. Building on this, a layered framework—spanning physical/entanglement resources, key management, crypto-agility, control plane orchestration, and policy/compliance—is articulated to support end-to-end, composable guarantees. The problem addressed is the realization of verifiable, quantum-resilient security under operational constraints involving latency, key-rate variability, and heterogeneous trust assumptions. Methodology combines a structured literature synthesis with formal composability mapping to universal composability principles, adversarial threat modeling for quantum-enabled attackers, and testbed/simulation evaluation of hybrid QKD–PQC pipelines across L2–L3 segments and 5G/6G backhaul scenarios. Key results indicate that (i) selective QKD deployment on high-value links coupled with PQC at endpoints enhances resilience while preserving crypto-agility; (ii) automated key-lifecycle orchestration reduces exposure windows; and (iii) device-independent assurances strengthen guarantees where trust relaxation is necessary. The impact is a deployment-ready reference architecture, measurable integration metrics, and guidance aligned with emerging standards for critical infrastructure and national networks. The implications extend to procurement, compliance, and roadmap planning for quantum-era network security. Keywords: quantum-safe cryptography, quantum key distribution (QKD), post-quantum cryptography (PQC), hybrid QKD–PQC, composable security, device-independent QKD, zero-trust networks, key management and orchestration, 5G/6G backhaul, network security architecture, standards and interoperability

Integrating Quantum Cryptography and AI to Protect Classified and Defense Communications

Chiranjeevi Kunaparaju

The rapid advancement of quantum computing poses a significant threat to the confidentiality and integrity of classified and defense communications. Quantum algorithms have the potential to undermine widely deployed public key cryptographic schemes, exposing sensitive military and governmental information to interception and decryption. Foundational work in quantum cryptography has demonstrated that the principles of quantum mechanics can be leveraged to achieve fundamentally secure key distribution, offering a promising countermeasure to quantum-enabled attacks (Bennett & Brassard, 2014; Ekert, 1991). As defense communication systems increasingly rely on longterm data confidentiality, the urgency of transitioning toward quantum-resilient security architectures has become a strategic priority. Despite their widespread adoption, classical cryptographic mechanisms are increasingly vulnerable in the post-quantum era. Studies on post-quantum cryptography have shown that many conventional encryption and key exchange algorithms are susceptible to quantum adversaries, necessitating the development and standardization of new cryptographic primitives (Chen et al., 2016). Ongoing standardization efforts further highlight the complexity of migrating large-scale, mission-critical systems to quantum-safe solutions, particularly within defense environments where interoperability, reliability, and assurance requirements are stringent (Alagic et al., 2025). In parallel, artificial intelligence has emerged as a powerful enabler of advanced security analytics. Machine learning and deep learning techniques enhance intrusion detection, anomaly identification, and adaptive response capabilities within complex communication infrastructures (Buczak & Guven, 2016). Recent research also demonstrates that AI can be applied directly within quantum cryptographic systems, for example by improving signal processing, error correction, and performance optimization in quantum key distribution implementations (Chin et al., 2021). The convergence of quantum cryptography and AIdriven analytics therefore offers a complementary and proactive approach to securing defense communications against both classical and quantum threats. This paper analyzes the integration of quantum cryptography and artificial intelligence as a unified framework for protecting classified and defense communications. It synthesizes advances in quantum key distribution, post-quantum cryptography, and AI-based security analytics, and proposes an integrated perspective that enhances resilience, detection capability, and operational robustness. The study highlights key implications for defense communication systems, emphasizing how AI-enhanced quantum security architectures can support long-term confidentiality, adaptive defense, and strategic cyber resilience in the evolving threat landscape (Sarker et al., 2021).

Finally, we map this deterministic telemetry to corporate oversight frameworks under Delaware General Corporation Law Caremark doctrines, proving that the intentional suppression of physical-layer interlocks constitutes unindemnifiable fiduciary breach ("Thoughtless Disregard").

Abstract: Autonomous cyber-physical networks increasingly combine distributed sensing, edge intelligence, networked control, and safety-critical actuation, yet their reliability is constrained by correlated cyber faults, communication loss, model drift, hardware degradation, and the fragility of emerging quantum resources. This paper develops a fault-tolerant distributed quantum-intelligence architecture that couples photonic circuit emulation, quantum error-aware computation, AI-augmented control, distributed consensus, and deterministic safety fallback. The purpose is to formalize how heterogeneous quantum, photonic, AI, and control subsystems can jointly preserve mission-level stability when individual components fail or become uncertain. The study adopts a model-based systems methodology, synthesizes the supplied literature on fault-tolerant photonic quantum computing, distributed autonomous control, cyber-physical resilience, AI-native edge systems, and quantum-assisted optimization, and formulates a multi-layer state-space and reliability model. A composite Fault-Tolerant Quantum Intelligence Resilience Index (FTQIRI) integrates quantum reliability, photonic emulation fidelity, AI robustness, network resilience, closed-loop stability, and cyber assurance. An illustrative 0–10 numerical model yields an integrated score of 8.49 for the proposed architecture versus 6.34 for a conventional hybrid baseline, indicating the expected value of cross-layer redundancy and adaptive orchestration rather than empirical superiority. The paper further specifies an invention-oriented architecture, independent system and method claim drafts, and dependent claim concepts around digital-twin emulation, syndrome-informed control, consensus-based failover, cryptographic verification, and safety envelopes. The principal contribution is a unified mathematical and engineering framework that treats quantum fault tolerance and cyber-physical fault tolerance as coupled control problems, thereby connecting photonic quantum hardware, distributed intelligence, and autonomous network safety within one verifiable decision loop. Abstract: This study advances a unifying systems perspective on quantum-safe network security by synthesizing recent progress in quantum cryptography with practical integration patterns across carrier-grade infrastructures. Concept analysis distinguishes the roles of quantum key distribution (QKD), device-independent variants, quantum authentication, and post-quantum cryptography (PQC) within zero-trust architectures. Building on this, a layered framework—spanning physical/entanglement resources, key management, crypto-agility, control plane orchestration, and policy/compliance—is articulated to support end-to-end, composable guarantees. The problem addressed is the realization of verifiable, quantum-resilient security under operational constraints involving latency, key-rate variability, and heterogeneous trust assumptions. Methodology combines a structured literature synthesis with formal composability mapping to universal composability principles, adversarial threat modeling for quantum-enabled attackers, and testbed/simulation evaluation of hybrid QKD–PQC pipelines across L2–L3 segments and 5G/6G backhaul scenarios. Key results indicate that (i) selective QKD deployment on high-value links coupled with PQC at endpoints enhances resilience while preserving crypto-agility; (ii) automated key-lifecycle orchestration reduces exposure windows; and (iii) device-independent assurances strengthen guarantees where trust relaxation is necessary. The impact is a deployment-ready reference architecture, measurable integration metrics, and guidance aligned with emerging standards for critical infrastructure and national networks. The implications extend to procurement, compliance, and roadmap planning for quantum-era network security. Keywords: quantum-safe cryptography, quantum key distribution (QKD), post-quantum cryptography (PQC), hybrid QKD–PQC, composable security, device-independent QKD, zero-trust networks, key management and orchestration, 5G/6G backhaul, network security architecture, standards and interoperability
