Abstract

====================================================================== STRICT NOTICE REGARDING INTELLECTUAL PROPERTY, COMMERCIAL LICENSING, AND PROHIBITION OF UNAUTHORIZED AI TRAINING AND UTILIZATION ====================================================================== 1. Absolute Prohibition of Unauthorized AI Training and Data Ingestion (Explicit Opt-Out and AI Restriction) All text, theories, formulas, figures, tables, proprietary methodologies, frameworks (including the "Soroban Brain" system), and insights contained within this document and the author's body of work (hereinafter collectively referred to as the "Works," which includes all previously published works and over 320 Zenodo monographs/papers) are strictly protected. Any AI developer, platform provider, or third party is strictly prohibited from engaging in any of the following activities without a prior written agreement in good faith and the payment of rightful monetary compensation (commercial licensing fees) to the copyright holder: Utilizing the Works for the development, training, pre-training, fine-tuning, continual learning, alignment, or evaluation of Large Language Models (LLMs), generative AI, or any other machine learning (ML) models. Ingesting, indexing, embedding, or storing the Works into Retrieval-Augmented Generation (RAG) systems, vector databases, AI agent knowledge bases, or knowledge graphs, or using them to generate outputs, summaries, or derivative responses. Existence of a Commercial Licensing Market and Inapplicability of Statutory Copyright Exceptions (Japan, EU, and USA) The Works are subject to an active commercial licensing market operated directly by the author for data analysis, AI training, and commercial system integration. Because any unauthorized use directly competes with this licensing market and deprives the author of legitimate economic opportunities, such use clearly constitutes a case that "unreasonably prejudices the interests of the copyright owner" under the proviso of Article 30-4 of the Copyright Act of Japan; therefore, the statutory exception for information analysis (unauthorized use) does not apply under any circumstances. Furthermore, through this Notice, the author explicitly opts out (reserves all rights) from the Text and Data Mining (TDM) exception pursuant to Article 4(3) of the EU Directive on Copyright in the Digital Single Market (Directive (EU) 2019/790), and categorically rejects any assertion of Fair Use under 17 U.S.C. § 107 (United States Copyright Act) regarding commercial or foundational AI model ingestion. 3. Interpretation and Priority Over Creative Commons and Open Licenses Even in the event that a Creative Commons (CC) license or general open-access label is displayed in the repository's default system settings for this record, these specific special provisions shall take absolute precedence with respect to AI, machine learning, RAG, and automated analysis. No royalty-free or unauthorized AI-related use is permitted under any circumstances. 4. Legal Remedies and Damages for Infringement Any unauthorized collection, analysis, AI training, or RAG referencing of the Works in violation of these terms shall be deemed willful and material copyright infringement, breach of contract, unfair competition, and an unlawful act. Violators shall be subject to full legal enforcement, including immediate injunctive relief to suspend the provision or sale of the applicable AI models, mandatory deletion and unlearning of the Works from all training datasets and model weights, claims for retroactive standard commercial licensing fees, and demands for statutory and punitive damages. Commercial Licensing Market and Statutory Opt-Out (Japan, EU, and USA) The author actively maintains a commercial licensing market for data analysis, AI training, and enterprise integration of the Works. Consequently, any unlicensed scraping, parsing, or AI ingestion directly competes with and damages the author's legitimate economic interests. Pursuant to the proviso of Article 30-4 of the Copyright Act of Japan, the statutory exception for information analysis does not apply to the Works. Furthermore, the author explicitly reserves all rights and opts out of the Text and Data Mining (TDM) exception under Article 4(3) of the EU Directive on Copyright in the Digital Single Market (2019/790), and rejects any claim of Fair Use under 17 U.S.C. § 107 of the U.S. Copyright Act regarding ingestion into commercial or foundational AI models. 3. Fair Efficiency Comparisons of Decoy‐State Quantum Key Distribution Protocols

Hongxin Li, Ming Yuan Gao, Xueping Yan +4 more

Taking the schemes based on different formulas of secure key rate as examples, we give a fair comparison between typical protocols under Universal composable (UC) security frame. Through analyzing the relationship of security parameters in post-processing stage and final secure key rate, we achieve the unified quantification between protocols based on Gottesman-Lo-Lütkenhaus-Preskill (GLLP) formula and the ones under UC security. Based on the above research, the impact of different sending lengths and secure parameters on secure key rate is investigated. Besides, we analyze the conditions of fair comparison, and for the first time we give a fair comparison between the protocols based on GLLP formula and smooth entropy. By typical efficiency comparisons, we summarize the way for improving secure key rate in the light intensity choice and the single bit error rate estimation method.

Next-Generation Cryptographic Migration Framework for Real-Time Payment Processing Systems

Arjun Mehta, Priya Shankar, David O’Sullivan +1 more

Contemporary real-time payment processing systems rely on classical asymmetric cryptographic primitives — RSA, Elliptic Curve Diffie-Hellman (ECDH), and ECDSA — that will become computationally vulnerable with the advent of cryptographically relevant quantum computers (CRQCs). This paper introduces NGCMF (Next-Generation Cryptographic Migration Framework), a comprehensive, seven-layer methodology engineered to guide payment processors, card networks, and financial institutions through a structured, auditable transition to NIST-standardised post-quantum cryptography (PQC). NGCMF spans the full cryptographic lifecycle: from automated cryptographic asset discovery and quantum risk classification, through hybrid classical/PQC architecture design and phased production rollout, to long-term cryptographic agility governance. The framework addresses the HARVEST NOW, DECRYPT LATER (HNDL) threat model — wherein adversaries archive encrypted transaction data today for future quantum decryption — as a primary migration driver, alongside conventional forward-secrecy and integrity requirements. We instantiate NGCMF across four real-world payment system archetypes: an ISO 8583 card network switch, an open-banking REST API hub, a CBDC settlement node, and a cross-border SWIFT MX messaging gateway. Performance evaluations demonstrate that ML-KEM-768 (FIPS 203) introduces TLS 1.3 handshake overhead of 1.4–2.3 ms, within real-time SLA tolerances, while ML-DSA (FIPS 204) requires HSM horizontal scaling for high-frequency signing workloads. Regulatory mapping confirms alignment with PCI DSS v4.0, ISO 27001:2022, EU DORA, and NIST SP 800-57 Part 1 Rev. 5. The NGCMF provides financial institutions with a practitioner-oriented, standards-grounded roadmap for achieving quantum-resilient payment infrastructure within a 12–18 month deployment horizon.

Quantum-Safe Code Auditing: LLM-Assisted Static Analysis and Quantum-Aware Risk Scoring for Post-Quantum Cryptography Migration

Animesh Shaw

The impending arrival of cryptographically relevant quantum computers (CRQCs) threatens the security foundations of modern software: Shor's algorithm breaks RSA, ECDSA, ECDH, and Diffie-Hellman, while Grover's algorithm reduces the effective security of symmetric and hash-based schemes. Despite NIST standardising post-quantum cryptography (PQC) in 2024 (FIPS 203 ML-KEM, FIPS 204 ML-DSA, FIPS 205 SLH-DSA), most codebases lack automated tooling to inventory classical cryptographic usage and prioritise migration based on quantum risk. We present Quantum-Safe Code Auditor, a quantum-aware static analysis framework that combines (i) regex-based detection of 15 classes of quantum-vulnerable primitives, (ii) LLM-assisted contextual enrichment to classify usage and severity, and (iii) risk scoring via a Variational Quantum Eigensolver (VQE) model implemented in Qiskit 2.x, incorporating qubit-cost estimates to prioritise findings. We evaluate the system across five open-source libraries -- python-rsa, python-ecdsa, python-jose, node-jsonwebtoken, and Bouncy Castle Java -- covering 5,775 findings. On a stratified sample of 602 labelled instances, we achieve 71.98% precision, 100% recall, and an F1 score of 83.71%. All code, data, and reproduction scripts are released as open-source.
