GOVERNING QUANTUM SUPREMACY: ETHICAL CHALLENGES AND POLICY FRAMEWORKS

Elira ABDURAMANI, Florinda Imeri

With quantum computing potentially outperforming classical computers in certain tasks, deep ethical, social, and policy questions arise, especially at the quantum supremacy threshold. The ethical implications and policy readiness of quantum supremacy deployment are examined in this paper based on a multidisciplinary literature review and comparative policy analysis of early-adopting countries. Our results reveal important governance gaps and call for anticipatory and ethically grounded regulatory frameworks. It concludes with policy recommendations and future directions for research towards responsible quantum innovation.

QUANTUM COMPUTING AND POST-QUANTUM CRYPTOGRAPHY

Bogdan Alexandrescu

Quantum computing is one of the most significant technological revolutions in the 21st century. Its ability to compute complicated mathematical equations exponentially higher than classical computers poses a risk of becoming outdated to the present cryptographic systems. RSA and Elliptic Curve Cryptography (ECC)-based public key infrastructures are especially susceptible to the Shor algorithm that is capable of factoring large integers and calculating discrete logarithms on a sufficiently large quantum computer. The paper will discuss the principles of quantum computation and their applications in cryptography, as well as a new branch of cryptography, post-quantum cryptography (PQC). It discusses fabrics of key algorithmic contenders, the implementation issues, and the worldwide move to quantum resilient systems. The paper finds that hybrid encryption models, international standardization, and ethical governance are the key elements to achieving the digital future in the quantum era.

FROM BITS TO QUBITS, FROM COMPUTING TO QUANTUM COMPUTING: AN EVOLUTION ON THE VERGE OF A REVOLUTION IN THE COMPUTING LANDSCAPE

Alexandru Pîrjan, Dana-Mihaela Petroșanu

The "Quantum Computing" concept has evolved to a new paradigm in the computing landscape, having the potential to strongly influence the field of computer science and all the fields that make use of information technology. In this paper, we focus first on analysing the special properties of the quantum realm, as a proper hardware implementation of a quantum computing system must take into account these properties. Afterwards, we have analyzed the main hardware components required by a quantum computer, its hardware structure, the most popular technologies for implementing quantum computers, like the trapped ion technology, the one based on superconducting circuits, as well as other emerging technologies. Our study offers important details that should be taken into account in order to complement successfully the classical computer world of bits with the enticing one of qubits.
