Ethical innovation of quantum computing in Europe: A policy intervention

Benedict Lane, Christine Boshuijzen-van Burken, Eline J. de Jong +5 more

This position paper summarises key insights from a workshop that took place at TU Delft in September 2025, organised by the Delft Quantum Governance and Values Lab and funded by the Netherlands’ Centre for Quantum and Society. The workshop brought together scientists, policymakers, industry actors, and Ethical, Legal, and Social Aspects (ELSA) scholars. Extended discussions between these experts identified five targeted action-points, intended especially for policymakers of the EU Member States and the European Commission, but also relevant for quantum researchers, ELSA researchers, and industry actors within and outside the EU.
