Abstract

The state-of-the-art quantum technologies leverage the unique principles of quantum mechanics, which include quantization, uncertainty principle, interference, entanglement and decoherence, to produce useful devices and scientific advancements not possible with classical technologies. As a result, quantum technologies, in particular, offer specific advantages that make communications networks secure and unbreakable and devices with unprecedented levels of accuracy, responsiveness, reliability, scalability and efficiency than classical emerging technologies. These capabilities can contribute significantly to addressing energy, agriculture, climate change, national security, healthcare, education and economic growth challenges. Unfortunately, these developments in these areas have not been evenly distributed between the Global North and the Global South, inadvertently creating a societal and economic gap. Closing this gap is critical to creating a more inclusive and sustainable future for all, thus delivering key sustainable goals. Therefore, to close this gap, this article proposes a quantum diplomacy framework as a means to deliver science diplomacy. Moreover, we discuss how emerging quantum technologies could profoundly impact all 17 United Nations Sustainable Development Goals. We consider this work a timely and vital intervention to prevent the gap from increasing.

Leveraging quantum science and technology for sustainable development in Africa

Farai Mazhandu, Mhlambululi Mafu

Quantum science and technology is a rapidly growing field that harnesses the unique properties of quantum mechanics. The manipulation of quantum systems has led to unprecedented development in secure quantum communication, simulation, computing, sensing and metrology. Despite the significance of these technologies, the existing literature lacks a comprehensive understanding of how they can address various challenges faced by Africa. We address this gap by using systematic literature review methods and draw insights from diverse perspectives to present an overview of the current state of quantum science and technology in Africa. Furthermore, we explore how the full adoption and implementation of quantum technologies can contribute to achieving the United Nations Sustainable Development Goals 1-4, 10, 13, and 17. We analyze the data from literature review and insights from African quantum experts, which we synthesize into a cohesive summary. This review underscores that, with appropriate efforts, quantum technologies can significantly promote social, economic, and environmental sustainability in Africa. This review goes beyond the present literature to offer a conceptual framework, theoretical insights and practical recommendations. This study is particularly timely, coinciding with the 2025 International Year of Quantum Science and Technology, which recognizes 100 years since the initial development of quantum mechanics.

The Quantum Communication Frontier: From Entanglement Research to Global Networks

Paulo Mendes

Quantum information technologies are poised to fundamentally transform global communication. Unlike classical systems, quantum communication leverages phenomena like quantum entanglement to offer unprecedented capabilities. This not only revolutionizes security and computational methods, but also drives advancements in specialized applications such as advanced sensing and precise time synchronization. These developments hold significant implications for critical sectors including medicine and health, materials science, and energy. At the core of this transformation is the concept of a quantum Internet, built upon the unique properties of quantum entanglement. The strategic use of entanglement as a communication resource is expected to profoundly impact the future evolution of the Internet and the development of 6G networks. This paper explores the path from current quantum entanglement research to a global quantum network. It highlights the advantages of satellite-based quantum communications for routing quantum information and discusses the simulation tools essential for designing and optimizing these advanced communication systems.

Quantum Computing: Implications and Realities for the Managers of Tomorrow

Mohamed Didi, Fiorella Mendez Acevedo

Quantum computing is emerging as one of the most transformative technologies of the 21st century, with significant implications for business strategy, workforce development, education systems, and global economic competitiveness. This paper introduces the foundational principles of quantum computing, including superposition, entanglement, interference, and decoherence, and explains how these mechanisms enable quantum systems to outperform classical computers in solving complex problems. It further examines the potential applications of quantum computing across industries such as pharmaceuticals, finance, automotive engineering, artificial intelligence, and logistics, highlighting both opportunities for innovation and risks of disruption. Attention is given to anticipated labor market shifts, the growing need for quantum literacy in higher education and professional training, and the relationship between quantum technologies and artificial intelligence acceleration. The paper also explores broader societal and demographic implications, including the risk of widening technological inequality between developed and developing nations. Ultimately, the study argues that while quantum computing presents unprecedented opportunities for economic advancement and scientific discovery, proactive policy planning, educational adaptation, and international collaboration will be essential to ensure inclusive and sustainable adoption.

Quantum, Diplomacy, and Geopolitics

Axel Ferrazzini

Quantum technologies, spanning communication, sensing, computing, and cryptography, are rapidly emerging as critical paths of geopolitical competition and strategic defence innovation. Unlike traditional technological advances, quantum introduces novel capabilities that fundamentally disrupt established norms of security, intelligence, and diplomatic engagement. This strategic analysis explores the evolving quantum landscape through the dual lenses of diplomacy and geopolitics, with specific implications for defence leaders, policymakers, and industry stakeholders. The benefits and challenges of quantum technologies are examined from a diplomatic and geopolitical perspective to help leaders make informed strategic decisions. Leading powers now recognise quantum as a domain where technological leadership directly translates to geopolitical influence, compelling an intense race for dominance alongside new forms of multilateral diplomacy aimed at managing both risks and opportunities. Quantum technologies do not all have the same operational maturity, but technological progress is accelerating. Post-quantum cryptography demands immediate action, every encrypted communication created today may be harvested and decrypted within the decade by adversaries equipped with quantum capabilities.
