This paper revises the role of traditional quantum problems within the Generative Law framework by distinguishing between topics that are structurally closed and those that warrant further, dedicated investigation. The aim is not to reintroduce quantum paradoxes, but to clarify which questions cease to generate new knowledge once executional commitment is formalized, and which instead reveal non-random, law-governed mechanisms that define the next research frontier. We argue that quantum issues whose outcomes are fundamentally random, purely statistical, or descriptive at the record level do not justify independent theoretical treatment. These topics—such as superposition, collapse, and probabilistic rules—are knowledge-saturated artifacts of incomplete architectural separation and are formally closed within Generative Law. In contrast, certain phenomena traditionally grouped under “quantum paradoxes” exhibit reproducible structure, collective constraint behavior, and explicit law-dependence. These phenomena, most notably entanglement, are not eliminated but promoted. They transition from interpretational puzzles to sources of mechanistic insight, revealing how admissibility laws are engineered, isolated, and maintained. Accordingly, this paper establishes explicit criteria for closure and promotion of quantum problems, formally closes a class of non-generative topics, and identifies a focused set of mechanisms that will be developed in subsequent Generative Law work. In doing so, it reframes quantum foundations from an interpretational enterprise into a disciplined program of architectural discovery. Quantum control and state preparation are traditionally described as techniques for initializing or steering quantum states. While operationally effective, this language misidentifies the level at which control is actually exercised. It treats states as manipulable objects rather than as manifestations of admissibility constraints. This paper reframes quantum control as law engineering. Within the Generative Law framework, control does not determine outcomes and does not perform measurement. Instead, it sculpts the admissibility space under which future commitments may occur. State preparation is thus reinterpreted as the deliberate construction and refinement of law-domains prior to commitment. Under this view, unitary operations, pulse sequences, and control fields do not “drive” a system through states. They modify the constraint architecture that governs which outcomes are allowed. Determinism arises at the level of admissibility shaping, while outcome selection remains interrupt-driven and exclusive. By separating control from measurement and randomness, this work clarifies the true role of quantum control techniques. It positions state preparation as a foundational component of generative architectures, bridging experimental practice with interrupt-oriented execution semantics. Abstract This is the second of two volumes on the genesis of quantum mechanics in the first quarter of the twentieth century. It covers the period 1923–1927. It traces how the old quantum theory of Bohr and Sommerfeld gave way to the matrix mechanics of Heisenberg and others, and to the wave mechanics of Schrödinger. It then turns to the emergence of statistical transformation theory and the Hilbert space formalism unifying these two forms of the new quantum theory. It uses the metaphor of an arch built on a scaffold to capture these developments. The volume provides detailed analyses of the classic papers of Heisenberg, Born, Jordan, Pauli, Dirac, De Broglie, Einstein, Schrödinger, von Neumann, and others, which helped to lay the foundations of modern quantum mechanics. Drawing on correspondence and later reminiscences of these authors and synthesizing much of the extensive secondary literature on the breakthrough to modern quantum mechanics in the mid-1920s, this volume presents an authoritative new account of the genesis of quantum mechanics.
