It is possible that quantum technologies will reshape global industry, governance, and science. These technologies constitute a once-in-a-generation technology frontier. Through the implementation of the Telangana Quantum Strategy, which was initiated by the Government of Telangana, the state is positioned to become a national and global leader in the utilization of potentially revolutionary talents. This strategy presents a forward-looking, multi-pillar strategy to transfer quantum science into real-world effect. It does so by using Telangana's powerful information technology (IT) environment, outstanding academic institutions, and thriving start-up culture. The objective is to develop complementary and modular capabilities in the areas of computing, communication, and cryptography. This endeavour is in line with India's National Quantum Mission (NQM), which was announced in 2023. As a result of its robust technology environment, prestigious academic institutions, and thriving start-up culture, Telangana is in a position that is particularly advantageous for leading this drive. This Strategy delineates an ambitious vision: to establish Telangana as a globally acknowledged centre for quantum innovation by cultivating a robust ecosystem that converts scientific advancements into practical applications, enhances the start-up landscape, and generates societal benefits. This will be executed through deliberate interventions across six fundamental pillars are Research, Innovation and Commercialization, Skilling and Workforce Development, Start-up Ecosystem Enablement, Sectorial Adoption, Cybersecurity and Resilience and Global Positioning and Ecosystem Partnerships.
This article is part of a series exploring the unique characteristics and challenges of managing technology teams in emerging fields, with a particular focus on quantum computing [1-5]. The series delves into the experiences of entrepreneurs, researchers, and organizations at the forefront of the quantum revolution, offering insights into team management, innovation, and ecosystem development. Canada's vibrant quantum computing ecosystem is undergoing rapid expansion driven by a combination of government support, world-class academic institutions, and a thriving entrepreneurial community. The 5th Workshop on Quantum Computing Entrepreneurship, held during IEEE Quantum Week 2024, was organized by volunteers from the IEEE Technology & Engineering Management Society (TEMS), IEEE Entrepreneurship, and the Institut quantique. This workshop explored the key pillars of Canada's quantum ecosystem, showcasing the experiences of those driving the quantum revolution. These pillars encompass national and regional organizations that foster ecosystem growth, quantum accelerators that facilitate technology transfer from academia to industry, and the startups driving commercialization. Beyond offering valuable insights into the Canadian quantum ecosystem, this article also highlights fundamental components essential to any quantum ecosystem, given the current maturity of the technology. Readers involved in policy, entrepreneurship, or technology management can apply these lessons to foster quantum ecosystems in their own regions or organizations.
On May 28, 2026, the OECD Council adopted the Recommendation of the Council on Quantum Technologies (OECD/LEGAL/0508), the world's first intergovernmental standard for quantum technologies, marking the official transition of quantum technology governance from "academic discussion" to "institutional construction". At the same time, Academician Pan Jianwei of the Chinese Academy of Sciences warned at the 2026 Future Science Forum that excessive capital enthusiasm and conceptual hype in the quantum information industry are rampant, calling for the establishment of a national-level technology evaluation mechanism and industry access standards. The disruptive impact of quantum computing on existing encryption systems, the geopolitical implications of quantum communication, and the military applications of quantum sensing have made quantum technology a new frontier in great power competition. Based on the eight-dimensional framework of Prim-Lex Theory (Economic Climatology), this paper introduces, for the first time, quantum technology governance into the mathematical expression of a complexified unified field. From Prim-Unity·Prim-Fire (quantum computing energy consumption and qubit coherence time) to Eight Trigrams·Eight Information (entropy governance of quantum information networks), it constructs a quantitative assessment system for quantum technology governance dimension by dimension. Using three empirical anchors——the US-China-Europe quantum competition, post-quantum cryptography (PQC) standardization and migration, and the quantum-safe encryption standards debate——this paper demonstrates the application pathway of the eight-dimensional framework in identifying "phase differences" and "critical windows" in quantum governance, providing a quantifiable, programmable, and auditable mathematical language and governance tool for the transition of global quantum technology from "technological competition" to "sustainable governance."
